About The Job:

- The External Workforce Business Analyst / Process Subject Matter Expert will support the management of ***’s external workforce in line with the External Workforce Policy implemented in July 2025.
- The role will work closely with multiple stakeholder groups to understand current processes and exceptions, define an end-to-end external worker management process, and support the people, process and system changes required to establish a robust external workforce operating model.
- The role holder will help define processes, standard operating procedures and controls, support adoption of the Vendor Management System, and drive operational excellence by improving process consistency, service quality, control effectiveness and user experience across the external worker lifecycle.
- The role will also play a key role in testing readiness, including developing test scripts, coordinating user acceptance testing and supporting successful system and process adoption.

Essential Job Functions:

- Collaborate with External Workforce leadership teams to define and manage the process to onboard, manage and exit external workers, ensuring alignment with policy requirements and identified controls.
- Facilitate workshops with stakeholders to document current processes, exceptions, pain points, requirements and target-state external workforce processes.
- Translate target-state processes into detailed business requirements and work with vendors and *** Engineering teams to support Vendor Management System implementation and control design.
- Support process design across people, process and system implementation activity, ensuring the end-to-end lifecycle is efficient, compliant and operationally clear.
- Define required process documentation, standard operating procedures, controls and supporting materials to establish a consistent external worker management process.
- Support BAU operations teams by defining service levels, quality measures, reporting requirements and opportunities to improve the stakeholder and worker experience.




- Drive operational excellence across external workforce processes by identifying improvement opportunities, simplifying ways of working, strengthening controls and embedding clear performance measures.
- Build and maintain strong working relationships with BAU Operations teams, Hiring Managers, Procurement, Engineering, Colleague Services, vendors and other stakeholders.
- Drive solutions to overcome challenges, issues and barriers related to external workforce management, including process exceptions, system constraints and control gaps.
- Support user training by developing training content, guidance materials and communication inputs for affected user groups.
- Develop detailed test scripts, test scenarios and acceptance criteria aligned to business requirements, controls and end-to-end external workforce processes.
- Plan, coordinate and run UAT activity with business stakeholders, ensuring defects, retesting requirements, sign-offs and readiness actions are tracked through to completion.
- Support testing activity by providing business process context, helping to define end-to-end test cases and supporting test execution where required.
- Support adoption of the Vendor Management System by gathering requirements, validating process alignment and contributing to the delivery of the product strategy.
- Work with the MSP vendor to support issue resolution, service quality improvement and effective delivery of the external workforce operating model.

Qualifications:
Skills and Experience:

- Proven experience as a Business Analyst, Process SME or similar role within external workforce management, contingent labour, procurement, HR technology or workforce management environments.
- Strong ability to review, analyse and interpret process, service level and operational data to identify issues, recommend improvements and support decision-making.
- Experience defining end-to-end processes, standard operating procedures, controls, requirements, implementation materials and operational excellence measures.
- Experience creating test scripts, test scenarios,



acceptance criteria and UAT packs, with the ability to coordinate business testing, manage defect resolution and support formal sign-off.
- Ability to identify customer needs and uncover opportunities to improve customer experience, process efficiency and operational consistency.
- Strong stakeholder management skills with the ability to influence, collaborate and build confidence across cross-functional teams.
- Experience working with Vendor Management Systems such as SAP Fieldglass, Workday VNDLY or comparable VMS platforms.
- Working knowledge of Workday HCM would be advantageous.
- Analytical mindset with the ability to simplify complex problems and translate process requirements into practical system, reporting and control outcomes.
- Confident working in a agile and fast-paced environment, with the ability to work independently and proactively solve problems.
- Proactive and positive approach to enhancing customer satisfaction and improving ways of working.
- Strong written and spoken English skills, with the ability to prepare clear documentation, guidance, stakeholder updates and governance materials.
- Excellent organisational skills, attention to detail and ability to manage multiple priorities, deadlines and stakeholder inputs simultaneously.
