Project Background:
The Global Alliance for Viksit Bharat (GAVB) is a landmark social development initiative designed to uplift 200 million Indians living in multidimensional poverty. With a transformative investment, GAVB concentrates efforts on five priority states—Jharkhand, Assam, Chhattisgarh, Odisha and Bihar (JACOB states)—which are disproportionately impacted by acute poverty.

Health and Education account for 67% of the Multi-dimensional Poverty Index (MDPI). GAVB works closely with state governments to strengthen public health systems, improve service delivery and enhance community wellbeing. GAVB's approach leverages Digitization, Decentralization, Leadership & Institutions and Inclusion to enhance health service delivery. Domain expertise with proven solutions lays the foundation for introduction, progression and gradual integration of innovations into government public health systems.

Job Summary:
The Senior Program Manager will support the team in the efforts to strengthen governance, organizational effectiveness and institutional performance across the state health system. The role will support the design and implementation of organizational reforms by conducting institutional assessments, developing operating models, strengthening governance mechanisms and improving coordination across departments and programs. Working closely with state government officials, Program Director and partners, the Senior Program Manager will drive change management initiatives, establish accountability and decision-making frameworks and promote integrated planning and evidence-based governance to enhance health system performance.

The position requires a strategic professional with experience in organizational development, public systems reform and institutional strengthening, preferably within government or consulting environments. The SPM needs to possess strong analytical, stakeholder management and problem-solving skills, with demonstrated experience in designing and implementing large-scale transformation initiatives.

Key Responsibilities:





Institutional Analysis & Reform Implementation

Conduct institutional assessments and organizational reviews at state and district to identify structural and governance bottlenecks.
Support development of organizational structures, operating models and institutional strengthening plans for health system in the state.
Map existing roles, reporting lines and functional responsibilities across key institutions and programs.
Support in documentation, developing process maps and operational guidelines to support institutional restructuring efforts.

Governance System Strengthening

Support establishment and operationalization of governance platforms at state, district and block levels.
Improve effectiveness of existing governance forums such as State Health Society and District Health Society through structured processes.
Develop review templates, governance dashboards, meeting agendas and action-tracking mechanisms.
Coordinate periodic governance and performance review meetings and ensure timely follow-up of action points.
Support the Program Director in defining accountability frameworks, decision-making structures and escalation mechanisms for the state.

Program Management & Convergence Support

Facilitate coordination among program teams, departments and development partners to improve alignment and collaboration.
Support development of integrated workplans and monitoring frameworks across health programs.
Track implementation milestones and identify risks affecting program execution.
Analyze resource utilization, workflow efficiencies and coordination challenges across programs.

Change Management & Stakeholder Engagement

Support implementation of change management strategies across state and district health systems.
Organize stakeholder consultations, workshops and orientation sessions to build understanding of reforms.
Develop communication materials and engagement plans to support reform adoption.




Track stakeholder feedback and implementation challenges and propose mitigation strategies.

Data, Performance Monitoring & Decision Support

Analyze governance, program and institutional performance data to generate actionable insights.
Enable integration of data and evidence into governance platforms to support informed decision-making.
Improve responsiveness of institutions by strengthening follow-up mechanisms and action tracking systems.
Promote a culture of data-driven governance across state and district leadership.
Document institutional reform models, implementation experiences and lessons learned.
Develop case studies, knowledge products and replication toolkits for scale-up.

Stakeholder Coordination & Management

Engage and coordinate with government counterparts, program teams and partners for delivering program strategies.
Ensure timely communication, follow-up and resolution of issues emerging from reform initiatives with the respective government counterpart.
Support preparation for leadership meetings, review forum and high-level consultations for OD reforms in the state.

Essential Qualification & Experience:

MBA/ Masters in Social Work/Public Health/Rural Management/ Hospital Management/ PGDM from Tier-1 institutions (IIMs/ IITs/ MDI etc.)
6-8 years of experience in organizational development, public systems reform, or institutional strengthening
Demonstrated experience working with government systems at state or national level
Proven track record of leading large-scale transformation or reform initiatives
Experience in organizational design, governance systems, and change management
Solid experience engaging with senior government leadership
Experience in consulting / advisory roles in public systems preferred.
