About the role
The HSS Lead is responsible for establishing, implementing, and continually improving the company’s Health, Safety, and Security (HSS) management framework for operations in Libya. This role safeguards people, assets, operations, and reputation through robust risk management, regulatory compliance, and effective emergency preparedness.
Main tasks and responsibilities
Develop and implement the Libya HSS strategy aligned to corporate policies, ISO 45001 and ISO 14001 (if applicable), and applicable Libyan regulations.
Maintain and improve the HSS Management System, including procedures, risk registers, controls, and assurance plans.
Lead country HSS governance and report performance monthly/quarterly
Manage audits, inspections, and corrective actions; ensure close-out of findings and continuous improvement.
Conduct and maintain risk assessments, journey risk assessments, and security threat assessments; implement risk treatments and verification.
Oversee permit-to-work, lockout/tagout, confined space, working at height, lifting operations, and other critical risk controls.
Drive proactive programs: near-miss reporting, safety observations, toolbox talks, life-saving rules.
Develop and implement security plans covering site security, access control, journey management, residential security, and asset protection.
Manage security vendors/guarding contracts and coordinate with local authorities as appropriate.
Provide visible HSS leadership; coach supervisors and site leads to build a positive, learning-oriented culture.
Plan and deliver HSS training (induction, task-specific, emergency response, security awareness, first aid).
Maintain accurate HSS data and records; produce timely dashboards, trend analyses, and executive reports.
Use the company’s HSE platform (e.g., Intelex or similar) for incidents, actions, audits, and KPIs.
Support the Tendering Engineer during tender process with HSS related documentation.

Required Qualifications:
BSc degree in Occupational Health & Safety, Security Management, or related field (MSc preferred).
NEBOSH International General Certificate (minimum); NEBOSH Diploma or equivalent preferred.
ISO 45001 Lead Auditor (and ISO 14001 desirable).
7–10+ years in HSE/HSS roles, including at least 3 years leading HSS in high-risk or remote environments (North Africa/MENA preferred).
Demonstrated success implementing HSS management systems, incident investigations, contractor oversight, emergency response, and security risk management.
Strong knowledge of critical risk controls (lifting, WAH, energy isolation), medical and emergency management, and journey/security planning.
Required Competencies:
Fluent English required, Arabic highly preferred.
Proficient with Microsoft and HSS software (e.g., Intelex)
Decisive, calm under pressure; excellent situational awareness and judgement.

Analytical and data-driven with a continuous improvement mindset.
