Job Description: General Manager- Operations, Govt. projects
About Us: Empower Pragati is one of India’s leading skill development and livelihood organisations, established in 2010 and an investee partner of the National Skill Development Corporation (NSDC). For over 15 years, we have worked to improve employability, productivity, and income opportunities for youth, informal workers, students, and other underserved groups through practical, industry-relevant learning programmes.
With a presence across 24 states, 11 model training centres, and over 1,000 government schools through vocational education initiatives, Empower Pragati has trained more than 7 lakh individuals across 150+ job roles. Our work spans sectors such as IT and ITeS, healthcare, retail, logistics, automotive, manufacturing, electronics, BFSI, agriculture, apparel, construction, beauty and wellness, hospitality, plumbing, renewable energy, and emerging technologies.
We design and deliver large-scale programmes in partnership with Central and State Governments, corporates, and development organisations. Our work includes entry-level skilling, upskilling of workers in existing trades, vocational education in government schools, employability and life skills, assessment and certification, placement support, and post-programme tracking.
Job Location: New Delhi
Position Overview: The General Manager will oversee the planning, execution, and management of skill training and upskilling programmes designed for youth and informal workers under government schemes. This role requires a dynamic leader to ensure the effective day-to-day operation, optimization, and scaling of training initiatives. The ideal candidate will have experience in programme management, team leadership, and a strong understanding of youth development and skill-building needs.
Roles & Responsibilities
Project Delivery & Operational Excellence:
· Lead the end-to-end implementation of Government-funded skill development projects across assigned locations.
· Drive operational consistency by establishing and strengthening standard operating procedures, implementation frameworks, and review mechanisms.
· Coordinate with Centre Managers and project teams to ensure smooth day-to-day operations and ensure optimal utilisation of training centres, infrastructure, trainers, and project resources.
· Develop and implement strategies for programme expansion and improvement.
· Monitor the progress of training initiatives and ensure timely completion of milestones.
· Ensure optimum utilization of project resources, infrastructure, trainers, and budgets.
· Monitor and control budgets, ensuring cost-effective operations.
Multi-State Operations Management:
· Lead and manage Project Managers, State Heads, Cluster Managers, Centre Managers, and other project leadership teams.
· Build a high-performance culture through structured reviews, coaching, mentoring, and performance management.
·Conduct regular review meetings, field visits, and performance evaluations to ensure operational excellence.
Government & Stakeholder Management:
· Serve as the primary operational interface with Central and State Government departments, implementing agencies, and other key stakeholders.
· Establish and maintain partnerships with educational institutions, community organisations, and ecosystem stakeholders.
· Liaise with Government departments and agencies to ensure effective project implementation, secure necessary approvals, facilitate coordination,
and maintain strong stakeholder relationships in line with project requirements.
· Support business development teams during project transitions, renewals, and expansion opportunities by providing operational inputs.
Monitoring & Evaluation:
· Drive adherence to organisational quality standards, SOPs, and statutory compliance requirements across all centres.
· Track key performance indicators (KPIs) to evaluate programme effectiveness.
· Work closely with Quality, MIS, MEL, Finance, HR, and Placement teams to strengthen programme performance and accountability.
· Ensure timely completion of assessments, certifications, documentation, utilisation reporting, and project deliverables.
· Prepare reports for senior management and stakeholders.
Financial & Resource Management:
- Manage project budgets to ensure effective utilisation of financial and operational resources.
- Monitor project profitability, cost efficiencies, and budget adherence across programmes.
- Review resource allocation and staffing requirements to support programme delivery while maintaining operational efficiency.
Desirable Experince and Skills:
- Master’s degree in Business Administration, Education, Social Sciences, or related field.
- 8-10 years of progressive experience managing large-scale government-funded skill development, livelihood, vocational education, or workforce development programmes.
- Demonstrated experience in leading multi-state operations, managing large field teams, and delivering programmes across multiple training centres.
- Strong understanding of the Government skill development ecosystem, including programme implementation, compliance, assessments, certifications, placements, audits, and stakeholder management.
- Experience working with Central and State Government departments, Sector Skill Councils, implementation agencies, and other ecosystem stakeholders.
