Job Profile: Safety Supervisor

Reporting To: Project Manager / Site In-Charge / HSE Manager

Job Purpose

To ensure safe execution of all civil construction activities at HPCL LMBU Project by implementing HSE policies, refinery safety requirements, statutory compliance, and maintaining a zero-incident work environment.

Key Responsibilities1. Site Safety Management

- Ensure implementation of HPCL safety guidelines, permit-to-work (PTW) system, and project-specific HSE requirements.
- Conduct daily site inspections and identify unsafe acts and unsafe conditions.
- Ensure all workers follow PPE requirements including helmet, safety shoes, reflective jackets, gloves, goggles, safety belts, etc.
- Stop unsafe work immediately and report violations to site management.

2. Work Permit & Refinery Compliance

- Coordinate for daily work permits before starting activities.
- Verify compliance for:
- Excavation work
- Shuttering & reinforcement work
- Concreting activities
- Work at height
- Hot work
- Confined space work
- Equipment and lifting operations
- Ensure toolbox talks are conducted before work commencement.

3. Labour & Equipment Safety

- Check fitness and safety compliance of manpower, tools, tackles, machinery, and lifting equipment.
- Ensure proper barricading, access arrangements, warning boards, and housekeeping.
- Monitor movement of cranes, hydra, JCB, dumpers, transit mixers, and other equipment.

4. Documentation & Reporting

Maintain daily HSE records including:

- Daily safety observation report
- Toolbox talk records
- Labour safety induction records




- PPE issue records
- Equipment inspection checklist
- Incident / near-miss reports
- Safety violation reports

Submit daily safety updates to Project Manager.

5. Training & Awareness

- Conduct safety induction for new workers and staff.
- Provide regular training on:
- Emergency response
- Fire safety
- First aid awareness
- Refinery hazards
- Safe working practices

6. Emergency Preparedness

- Ensure availability and inspection of fire extinguishers and emergency equipment.
- Coordinate during mock drills and emergency situations.
- Report accidents, incidents, and near misses immediately.

Required Qualification & Experience

- Diploma / Degree with recognized Safety Certification (Industrial Safety / Construction Safety preferred).
- Minimum 3–5 years experience in refinery, oil & gas, industrial, or major civil construction projects.
- Experience in HPCL / BPCL / IOCL / similar PSU refinery projects preferred.

Skills Required

- Knowledge of refinery safety procedures and PTW system.
- Understanding of civil construction safety practices.
- Good communication and manpower handling skills.
- Ability to prepare safety reports and maintain documentation.
- Basic computer knowledge (MS Office).

Performance Expectations (KRA)

- Zero fatality / major safety incidents.
- 100% PPE compliance.
- Daily toolbox talk compliance.
- Timely closure of safety observations.
- Maintaining good safety rating during HPCL/EIL inspections.

Pay: ₹18,000.00 - ₹35,000.00 per month
