Technical Director - East Africa

Position Title: Technical Director

Location: East Africa (Primary Base: Tanzania/Kenya/Uganda, with frequent travel across the region)

Employment Type: Full time, Permanent

Reports To: Managing Director / Chief Executive Officer

Direct Reports: Head of Design, Head of Project Management, Head of Planning & Controls, Chief Quantity Surveyor, Quality Manager, HSE Manager, Plant & Equipment Manager, Geotechnical Manager, Contracts & Subcontractor Manager

Position Purpose The Technical Director is the senior-most engineering and project delivery authority within the organization, responsible for providing strategic technical leadership across all construction, infrastructure, industrial, energy, mining, and civil engineering projects throughout East Africa.

The role ensures engineering excellence, project execution, regulatory compliance, risk management, commercial support, and operational effectiveness while maintaining the highest standards of quality, safety, and technical integrity. The Technical Director serves as the principal advisor to executive leadership on all engineering and technical matters and is accountable for the successful delivery of the companys project portfolio.

Key Responsibilities

1. Strategic Technical Leadership

- Develop and implement the companys technical strategy in alignment with business objectives and growth plans across East Africa.
- Establish, maintain, and continuously improve engineering, design, and construction standards.
- Serve as the highest technical authority for all engineering decisions and project-related technical matters.
- Drive innovation, value engineering, and technical excellence across the organization.
- Promote best practices in construction methodologies, project planning, quality assurance, and engineering design.

2. Project Portfolio Oversight

- Provide executive oversight of all ongoing projects to ensure delivery on time, within budget, and according to quality standards.
- Monitor project performance through key indicators covering:
- Cost
- Schedule
- Quality
- Health & Safety
- Productivity
- Risk Exposure

- Lead intervention and recovery plans for underperforming or high-risk projects.
- Review and approve major technical submissions, project execution strategies, and construction methodologies.




- Ensure effective coordination between engineering, commercial, procurement, and operations teams.

3. Engineering, Design & Technical Governance

- Approve major engineering designs, technical proposals, and project execution methodologies.
- Ensure compliance with international engineering standards and local regulatory requirements.
- Provide technical guidance on complex engineering challenges and project risks.
- Lead design reviews, constructability assessments, and value engineering initiatives.
- Oversee geotechnical investigations, site assessments, and technical due diligence activities.

4. Risk, Quality & Compliance Management

- Lead the companys technical risk management framework.
- Ensure implementation of robust quality management systems across all projects.
- Establish and monitor project assurance and governance processes.
- Ensure compliance with:
- National construction regulations
- Engineering registration requirements
- Environmental standards
- Occupational health and safety regulations
- ISO compliance standards where applicable

- Ensure appropriate insurance coverage and contractual protections are in place for all projects.

5. Commercial & Contractual Support

- Support business development and tendering activities by providing technical leadership during bid preparation.
- Review and approve major tenders, technical proposals, and commercial submissions.
- Collaborate with finance and commercial teams on:
- Project feasibility
- Cost management
- Bonding requirements
- Contract negotiations
- Claims and dispute resolution

- Provide technical support during contract administration, variations, and extension-of-time claims.

6. People Leadership & Organizational Development

- Lead and develop multidisciplinary technical teams across the region.
- Drive talent development, succession planning, and leadership capability within the engineering function.




- Mentor engineers and technical professionals toward professional registration and certification.
- Establish a high-performance culture focused on safety, accountability, collaboration, and continuous improvement.
- Recruit and retain top technical talent within the region.

7. Stakeholder & Client Management

- Serve as the principal technical representative of the company with clients, consultants, regulatory authorities, and industry bodies.
- Build and maintain strong relationships with key stakeholders.
- Represent the organization in senior-level technical discussions, negotiations, and dispute resolution processes.
- Support strategic partnerships and market expansion initiatives throughout East Africa.

Qualifications

Essential

- Bachelors Degree in Civil Engineering.
- Registered Professional Engineer with a recognized Engineering Board within East Africa.
- Eligibility for registration in multiple East African jurisdictions is highly desirable.
- Minimum of 15 years progressive experience in major construction and infrastructure projects.

Preferred

- Masters Degree in Engineering, Construction Management, Project Management, or Business Administration (MBA).
- Chartered Engineer status or equivalent international professional accreditation.
- Additional qualifications in contract management, project management, or leadership development.

Experience Requirements The successful candidate should possess:

- 15+ years of experience within civil engineering, infrastructure, industrial, mining, energy, oil & gas, or major construction projects.
- At least 8 years in senior leadership or executive technical management roles.
- Proven experience managing large-scale multidisciplinary project portfolios.
- Strong exposure to EPC, EPCM, Design & Build, or large construction contracting environments.
- Experience operating across multiple East African countries.
- Demonstrated success in project turnaround, technical governance, and organizational leadership.
