The SMS- Water Users Group Governance shall be responsible for achieving the following overarching objectives:

- Mobilise communities and establish/strengthen Water User Groups as functional democratic institutions.

- Nurture WUGs to become self-sustaining, self-governing bodies capable of managing local water resources.

- Oversee timely and quality repair, maintenance, and operation of Water Harvesting Structures.

- Facilitate participatory crop planning and seamless integration with the agriculture programme.

- Promote responsible, equitable, and efficient water usage across all user categories.

- Enhance water use efficiency through adoption of improved irrigation and agronomic practices.

Required Education & Qualification

- Bachelor's degree (minimum) in Rural Development, Social Work, or a related field; Master's degree preferred.

- Minimum 8 years of field experience in community mobilization, farmer institution building, or irrigation/water sector programs.

- Demonstrated experience working with community institution development and farm-based livelihoods.





- Working knowledge of irrigation scheme management and participatory approaches.

Key Responsibilities

- Number of WUGs formed/strengthened and declared functional as per defined benchmarks.

- Percentage of WUG meetings held as per schedule with quorum and quality proceedings.

- Percentage of WHSs with up-to-date maintenance records and satisfactory structural condition.

- Area covered under seasonal crop plans endorsed by WUGs.

- Adoption rate of water-effective irrigation technologies among WUG member households.

- Improvement in crop water productivity (output per unit water) in project area.

- Timeliness and quality of reports and MIS submissions.

- Satisfaction levels of WUG members (assessed through periodic feedback surveys).

- Evidence of community contribution (labour/material/finance) to WHS maintenance.

- Number of farmers trained and adopting improved agronomic and water management practices.
