Job Title: HSE Safety Officer

Department: Health, Safety & Environment (HSE)

Reports To: HSE Manager / Project Manager

Location: Project Site

Job Summary The HSE Safety Officer is responsible for implementing and monitoring health, safety, and environmental policies at the project site. The role ensures compliance with statutory regulations and company safety standards while promoting a secure working environment for all employees, contractors, and visitors.

Key Responsibilities

- Implement and enforce the company's Health, Safety, and Environmental (HSE) policies and procedures.
- Conduct daily site safety inspections and identify unsafe acts and unsafe conditions.
- Ensure all employees use the required Personal Protective Equipment (PPE).
- Conduct safety induction training for new employees, contractors, and visitors.
- Organize regular toolbox talks, safety meetings, and awareness programs.
- Monitor high-risk activities such as:

- Working at height

- Hot work

- Excavation

- Lifting operations

- Electrical work

- Confined space entry
- Verify and monitor Permit to Work (PTW) systems.
- Investigate accidents, incidents, near misses, and unsafe conditions, and recommend corrective and preventive actions.
- Prepare incident investigation reports and maintain safety records.
- Conduct periodic risk assessments and Job Safety Analysis (JSA).
- Ensure compliance with applicable legal requirements and client HSE standards.
- Inspect firefighting equipment, emergency exits, first aid kits, and emergency response arrangements.
- Coordinate emergency drills such as fire evacuation and medical emergencies.
- Monitor environmental compliance, including waste management,



pollution control, and housekeeping.
- Maintain HSE documentation, including:

- Safety inspection reports

- Training records

- PTW records

- Incident reports

- Safety statistics
- Coordinate with project managers, engineers, subcontractors, and clients on HSE matters.
- Promote a positive safety culture and encourage reporting of hazards and near misses.
- Support internal and external HSE audits.

Required Qualifications
- Diploma or Bachelor's Degree in Engineering, Science, or a related field.
- Diploma/Advanced Diploma in Industrial Safety or Occupational Health & Safety.
- NEBOSH IGC, IOSH Managing Safely, or equivalent certification is preferred.
- First Aid and Fire Safety certification is an added advantage.

Experience
- 2–5 years of experience as an HSE Safety Officer.
- Experience in construction, infrastructure, solar, electrical, or industrial projects is preferred.

Skills
- Strong knowledge of OSHA, ISO 45001, and applicable safety regulations.
- Good understanding of risk assessment and hazard identification.
- Knowledge of Permit to Work (PTW) systems.
- Excellent communication and presentation skills.
- Good report-writing and documentation skills.
- Proficiency in MS Office (Excel, Word, PowerPoint).
- Strong leadership, observation, and problem-solving abilities.

- Zero Lost Time Injuries (LTI).
- 100% completion of safety inductions and toolbox talks.
- Compliance with PPE requirements.
- Timely closure of safety observations and corrective actions.
- Reduction in unsafe acts and unsafe conditions.
- Completion of scheduled HSE inspections and audits.
- Compliance with legal and client HSE requirements.
