Lead HR Vigilance & Staff Accountability
A) Role Purpose |
- The role is designed to strengthen HR governance, employee accountability, and regulatory compliance while serving as the HR interface with Internal Audit, Compliance, Risk and other CAR functions in the Bank
- The incumbent will be responsible for driving the Bank's HR Vigilance framework by ensuring fair, transparent, and timely handling of employee misconduct, disciplinary proceedings, staff accountability, and governance matters.
- The role will act as the custodian of disciplinary processes, ensuring compliance with the Bank's policies, rules, applicable labour laws, RBI guidelines, and governance standards. The incumbent will also coordinate HR governance reporting to the Audit Committee of the Board (ACB), Vigilance Committee, and senior management.
- This role is critical in fostering a culture of integrity, accountability, ethical conduct, and regulatory compliance across the Bank.
B) Role Responsibilities | 1. Employee Vigilance & Staff Accountability
- Manage all cases relating to employee misconduct, fraud, negligence, operational lapses, and code of conduct violations.
- Conduct preliminary reviews of vigilance matters referred by Business, Internal Audit, Compliance, Risk, or Whistleblower mechanisms.
- Recommend appropriate disciplinary action based on facts, evidence, and Bank policies.
- Maintain a centralized repository of vigilance and disciplinary cases.
- Monitor timely closure of disciplinary proceedings.
2. Disciplinary Proceedings
- Issue show-cause notices, charge sheets, warning letters, suspension orders, and disciplinary communications.
- Coordinate appointment of Inquiry Officers and Presenting Officers.
- Facilitate domestic inquiries in accordance with the Principles of Natural Justice.
- Review inquiry reports and recommend disciplinary action.
- Ensure procedural fairness and legal defensibility of all disciplinary proceedings.
3. HR Governance
- Develop and maintain HR governance policies relating to employee conduct and disciplinary procedures.
- Ensure adherence to the Bank's Service Rules, Code of Conduct, and HR policies.
- Periodically review governance practices and recommend process improvements.
- Drive awareness of ethical conduct and accountability standards across the organisation.
4. Audit Committee Reporting
- Prepare quarterly HR Governance reports for the Audit Committee of the Board.
- Present updates on
- Employee disciplinary cases
- Fraud-related employee actions
- Staff accountability proceedings
- Whistleblower matters involving employees
- Regulatory observations
- HR policy compliance
- Ageing analysis of disciplinary cases
- Key governance metrics
- Track closure of Audit Committee observations relating to HR.
5. Regulatory & Internal Audit Coordination
- Act as the HR focal point for Internal Audit, Vigilance, Compliance, Risk Management, and Legal teams.
- Coordinate responses to audit observations relating to HR governance.
- Ensure timely implementation of audit recommendations.
- Support RBI inspections and regulatory reviews relating to employee conduct and governance.
6. Investigations Support
- Assist in employee investigations involving:
- Operational fraud
- Financial misconduct
- Ethical violations
- Information security breaches
- Workplace misconduct
- Conflict of interest
- Insider trading concerns (where applicable)
- Coordinate with Legal, Compliance, Information Security, Business and other teams as deemed necessary, during investigations.
7. Policy Development
- Review and periodically update:
- Staff Accountability Policy
- Disciplinary Policy
- Code of Conduct
- Whistleblower Policy (HR aspects)
- Employee Ethics Framework
- Conflict of Interest Policy
- HR Governance Framework
8. Management Information Systems (MIS)
- Develop dashboards covering:
- Number of vigilance cases
- Disciplinary cases by category
- Ageing analysis
- Closure timelines
- Employee misconduct trends
- Fraud accountability cases
- Repeat violations
- Business-wise governance indicators
C) Qualifications |
- Management degree in Human Resource Management or equivalent
- Degree in Law (LLB) will be an added advantage.
- Certification in Labour Laws, Internal Investigations, or Corporate Governance is desirable
D) Experience |
- 8–12 years of experience in Human Resources, Employee Relations, Industrial Relations, HR Compliance, Vigilance, or Investigations.
- Minimum 3–5 years handling disciplinary proceedings and employee accountability in a regulated organisation.
- Experience in Banking, Financial Services, Insurance (BFSI), or other regulated industries preferred.
