Job Summary

The Cost Manager is responsible for implementing administering and maintaining cost control systems and procedures to track budgets, commitments, expenditures and forecasts, and to assist in the preparation and review of cost estimates and schedules for projects of medium complexity and value.

Responsibilities

- Steering projects at the helm. To be stationed in (region/country), you ll work side-by-side with the cost manager or senior cost manager to ensure the success of a project from its pre-design phase to its completion.
- You ll assemble and lead various project teams; and monitor the teams performance, and bring out the best in every team member.
- You re also in charge of creating the organisational structure, project objectives and working procedures for the teams.
- Your Cost management skills will also be of excellent value, as you set up clear project cost plans and allot sufficient budget to achieve optimal results and meet the company s target profits.
- Also part of your job is to attend project meetings as required, develop monthly reports and carry out contract administration.
- Furthermore, you ll oversee negotiations, analyses and promotions of quality control systems.
- Your task is to fully understand, collect and deliver clients requirements.
- The CC team will depend on you to help schedule or plan establishment, value engineer, and design change management.
- You ll also assist the contract manager in all related procurement and VO management.
- On top of that, you ll support the construction manager in all related installation, site inspection and contractor management.
- Prepare BOQ s, Quantity Survey & Quantity Take Off,



Cost Analysis for each of the line items in the BOQ as required for project to project.
- Benchmarking, Review & Standardize of Specifications.
- Sound Technical Knowledge on Civil / MEP aspects as applicable.
- Procurement from Cost Management perspective.
- Finalise Commercials with vendors, Rate Contracts as applicable.

- You also have to effectively represent our clients throughout the whole duration of the projects.

Pre-Contract

- Developing cost plans and estimates through the design phase, delivering updated cost plans at appropriate design milestones.
- Providing commercial input to design optioneering and input into value engineering exercises.
- Reviewing contractor and subcontractor pricing and leading negotiations on behalf of the client to drive fair contract prices.

Post-Contract

- Performing quantity surveying,



cost controls and change management activities throughout the project life cycle.
- Ensuring that post-contract cost variances and change control processes are managed effectively.
- Ensuring that cost auditing and valuation work is managed effectively and that a robust process for cost validation is in place.
- Carrying out the production of monthly cost reports for presentation to the client.
- Ensuring that final accounts are negotiated and agreed in a timely manner.
- Compiling as built cost estimate records for bench marking purposes.

Qualifications

- A seasoned expert with high-level management skills, and should hold a degree in relevant property-related discipline. You should have established yourself as a professional within design, construction and cost management, with a proven track record in profit planning, business development, networking and marketing.
- An effective communicator: Alongside your native tongue, you should have a strong grasp of written and spoken English; you ll need it in this role and strong communication skills will land you the job. You should be able to create an environment where all team members are encouraged to contribute and manage company staff to achieve enthusiastic and effective contribution to the project; you should actively search for improvement opportunities and empower the team to implement them.
