Role Overview The Content Developer (FLN and Home Learning) is a creative and pedagogically informed role at the heart of VOPA's Phase 2 strategy. You will design and develop the learning content that parents and children engage with every day through the NIPUN Maharashtra app — and equally, the activities that families can do together at home without any device at all.

This role straddles two worlds: the classroom, where you must understand how children in Grades 1 to 5 actually learn to read, write, and count in Marathi; and the living room, where a parent with a low-end smartphone and limited education must be able to follow an activity, watch a short video, or play a easy game with their child without friction. Your content is the bridge between these two worlds. You will also work closely with VOPA's technology team to translate educational intent into product features — particularly for the adaptive FLN game module and the personalised learning experience within the NIPUN Maharashtra parent dashboard.

This role requires fluency in both FLN pedagogy and content design for low-literacy, low-digital-literacy users. The content you develop will reach lakhs of parents and children across Maharashtra's government primary schools. This is a great opportunity to also work with various departments and subject experts at SCERT, Maharashtra.

Key Responsibilities Home Learning Content Design and develop a structured home learning content calendar: daily activities, weekly challenges, and monthly learning themes mapped to NIPUN Bharat FLN competency levels for Grades 1 to 5.

Create screen-off learning activities — plays, storytelling prompts, oral games, counting exercises, rhymes, and object-based numeracy activities — that parents and children can do together without a mobile device, using everyday household items.

Write short, warm,



and action-oriented push notifications and in-app suggestions for parents in simple Marathi (Class 4 to 5 reading level); designed to be read on a small screen in under 10 seconds and lead to immediate action.

Develop scripts and storyboards for short instructional videos (2 to 4 minutes) demonstrating home learning activities — to be filmed in real home settings across Maharashtra districts. Digital and Game Content Design game mechanics and content frameworks for mobile-based FLN games playable by children (ages 5 to 10) in Marathi: reading games using oral response, numeracy puzzles, letter-matching, word formation, and number operations.

Collaborate closely with VOPA's technology team to translate game designs into buildable product specifications — including level structures, progression logic, reward systems, and adaptive difficulty based on a child's assessed FLN level.

Define personalisation rules for content delivery through the NIPUN Maharashtra parent dashboard: which activity, video, or game should a child at L1 reading level receive versus a child at L3, and how should that change week by week.

Design the content pipeline for the Best Teaching Practices platform: define curation criteria, develop content briefs for SCERT-selected teacher demonstrators, and create a review rubric for quality assurance. Distribution via NIPUN Maharashtra Work with the product team to structure how content is surfaced to parents and children within the NIPUN Maharashtra app — through the parent dashboard, daily nudges, gamified activity streams, and the TPM (TeacherParent Meeting) evidence feature.

Gather feedback from field teams, parents,



and teachers on what content is being used, completed, skipped, or found confusing; use this to iterate rapidly on content formats, difficulty, and language.

Maintain a content repository in organised formats that can be reused, localised, and scaled to additional states or languages in future phases What We Are Looking For 3 to 5 years of experience in educational content development, instructional design, or learning design — preferably for children in the foundational learning age group (ages 4 to 10).

Strong working knowledge of foundational literacy and numeracy (FLN) pedagogy, NIPUN Bharat competency framework, or early childhood learning progression. Prior experience with a government school or FLN programme is a significant advantage.

Demonstrated ability to write for low-literacy or first-time digital users in Marathi — clear, warm, simple, and actionable. Marathi fluency is essential; Hindi and English working proficiency required.

Experience designing content for mobile platforms — whether for apps, digital learning tools, or edtech products. Familiarity with short-form video, animated explainer, or game content is an advantage.

An instinct for game thinking: you enjoy puzzles, understand what makes a game satisfying for a child, and can articulate level design and progression logic clearly even without a formal game design background.

Comfort working in a cross-functional team: you will sit at the intersection of pedagogy, product, and field, and must translate clearly between all three.

Portfolio or samples of prior content work — activities, scripts, lesson materials, game briefs, or digital content — is strongly preferred.
