Role & responsibilities
Mobilization & Governance
- Establish and maintain the project EHS charter, RACI matrix, organisation structure, meeting cadence and standard reporting pack for the project.
- Develop and implement a project-specific Construction EHS Plan aligned with standards, IFC/global pharma norms (as applicable) and Indian statutory requirements.
- Maintain a legal register / compliance matrix covering construction activities, factory/industrial-area regulations, and pharma-site constraints.
Risk Management
- Lead task- and activity-based construction EHS risk assessments and maintain the project risk register.
- Define and verify critical-risk controls including LOTO, work at height, lifting operations, excavation, confined space entry and energy isolation.
- Develop and maintain the construction emergency response plan, interfaced with the overall site Emergency Response Plan (ERP).
Contractor & Construction Safety Management
- Define contractor EHS prequalification criteria and scoring, and support contractor selection from a safety standpoint.
- Lead contractor EHS onboarding/induction and review of contractor method statements and JSAs.
- Provide visible field EHS leadership through daily walkdowns, coaching and mentoring of site supervisors and workers.
- Own and enforce a defined stop-work authority process for imminent-danger conditions.
- Plan and execute the site audit/inspection programme, track findings to closure, and drive corrective/preventive action (CAPA) completion.
Permit-to-Work (PTW) Management
- Own and administer the project's Permit-to-Work system for all construction activities within the work zone, including general work, hot work, work at height, excavation, confined space entry, lifting operations and energy isolation (LOTO).
- Review and approve/countersign permit applications, verifying that risk assessments,
method statements and control measures are in place before work authorization.
- Ensure a competent, trained permit issuer/receiver structure is in place across all shifts and contractors, and conduct periodic competency checks.
- Conduct field verification of active permits to confirm site conditions match permit conditions, and suspend/revoke permits where controls are not maintained.
- Maintain the permit register/log, track permit closures, and analyse PTW data (volumes, rejections, violations) as part of the monthly EHS dashboard.
- Interface the project PTW system with site-wide permit and isolation procedures to ensure consistency where the work zone interacts with live site operations or utilities.
- Audit PTW compliance periodically and drive corrective actions for procedural gaps or violations identified.
Environmental & Waste Management (Construction Phase)
- Monitor construction waste segregation and disposal, and oversee spill prevention and response readiness.
- Track applicable environmental permits and approvals relevant to the construction scope, coordinating with regulatory/compliance function as needed.
Preferred candidate profile
- Bachelor's degree in Engineering (Civil/Mechanical/Fire & Safety) or equivalent; a postgraduate diploma/degree in Industrial Safety or Occupational Health & Safety is preferred.
- Certifications such as NEBOSH IGC/Diploma, IOSH, Advanced Diploma in Industrial Safety (statutory), or equivalent internationally recognised EHS credentials.
- Minimum 1015 years of EHS experience, including at least 5 years in a construction safety management or EHS leadership role on large capital/infrastructure projects.
- Prior experience on pharmaceutical, life-sciences, or other regulated-industry construction sites is strongly preferred.
- Demonstrated experience managing multi-contractor construction environments, permit-to-work systems, and EHS management systems (e.g., ISO 45001, ISO 14001).
