WJCF works for and with governments, supporting the Ministry of Health and Family Welfare and State Departments of Health to build systems that last and are led by Indian institutions.

Its programmes cover areas such as tuberculosis, HIV/AIDS, hepatitis, cervical cancer, immunisation, maternal and child health, safe drinking water, sickle cell disease and climate and health. WJCF currently supports programmes across 19 states and union territories, with teams working at national, state, district and sub-district levels. It is affiliated with the Clinton Health Access Initiative (CHAI), a global health organisation that shares its mission and values.

Role India carries the world's largest tuberculosis burden, with about a quarter of all cases and deaths worldwide. The TB Household Contact Management project works to close gaps in TB preventive treatment for the families of people already diagnosed with TB, with special care for children under five. Planned across Bihar and Uttar Pradesh, this two-year project aims to reach over 2 million people through community health workers linked to the National TB Elimination Programme.

As Analyst based in Patna, you will make sure the project's monitoring and evaluation work is solid: collecting good data, cleaning and analysing it, and turning it into reports and insights that help government partners and programme teams make better decisions. You will report to the State Manager for day-to-day work and to the Associate at the national level for technical guidance, and you will mentor M&E; Officers across districts.

Responsibilities Put the national M&E; frameworks, tools and protocols into practice, adapting them for how the project runs at state level

Ensure the project follows its M&E; framework and tools so progress and outcomes are tracked properly across the state

Support implementation teams in keeping their activities in line with work plans and the monitoring framework





Maintain clear folder and record structures for all programme data, tools and documents, with version control and access discipline across state and district teams

Build working knowledge of government data systems such as Nikshay registers, including their structure, limits and analytical use

Build, maintain and fix semi-automated and automated data pipelines that turn government programme data into formats ready for analysis

Clean, structure and quality-check government programme data, which is often incomplete or formatted for administrative rather than analytical use

Maintain accurate, high-quality project monitoring databases and keep them updated on time

Analyse data regularly to support programme decisions and recommend corrective actions

Prepare monthly indicator reports and track progress against key indicators at state level

Own the monthly reporting calendar for the state, making sure data from district and TB Unit levels arrives on time and that M&E; Officers are accountable for timeliness

Share findings and learnings through presentations, reports and briefs for state and national audiences

Design and run qualitative dipstick studies, including tool design, choosing respondents and supervising data collection

Conduct or supervise field visits to check that data is accurate and complete against programme records

Write structured summary notes and analysis from qualitative work so findings can be used by the programme

Guide and mentor M&E; Officers on tool use, data entry discipline, Nikshay reporting and field validation

Build the capacity of government staff at state and district levels in routine supervision and monitoring

Support programme activities including training of service providers and improving recording and reporting systems

Work with programme teams, government counterparts and district partners to align data strategies and improve interventions Requirements Graduate or Post-Graduate degree in Science, Engineering, Management, Public Health or a related field

Minimum three years of relevant work experience in analytics, research or monitoring and evaluation





Proven ability to work with government administrative data systems;

experience pulling, restructuring and analysing data from Nikshay or similar platforms is preferred

Ability to build, maintain and troubleshoot semi-automated data workflows, with comfort using tools such as Excel-based pipelines, SurveyCTO or KoboToolbox, or low-code automation environments

Experience designing qualitative data collection tools and writing analytic summaries from field interviews or dipstick studies

Strong quantitative and qualitative analytical skills, with the ability to explain complex data to different audiences

Advanced skills in Microsoft Excel, PowerPoint and Word;

experience with data visualisation tools such as Tableau or Power BI is a plus

Proven ability to manage several tasks at once, set priorities and work well in a quick-paced environment

Excellent written and spoken communication skills in English and Hindi

Willingness to travel about 30% of the time within the programme state

Preference for candidates with prior experience managing government stakeholders
