To take complete end-to-end responsibility for the successful execution of the MVCC project at the site level, ensuring timely completion, zero-defect quality, strict statutory compliance, and profitability by avoiding penalties.
Key Responsibilities
1. Project Planning & Execution
- Ensure all vendor approvals are obtained
- Submit the Detailed Project Execution Bar Chart and Quality Assurance Programme for each material to PGVCL for approval.
- Nominate a responsible site representative and establish a fully functional store office.
2. Quality Assurance & Inspection Management
- Pre-Dispatch Inspection (PDI): Plan material dispatch. Call PGVCL for inspection ONLY after internal QA/QC is complete.
- Ensure samples of all lots are sent to a NABL-accredited lab.
- Implement a strict "Zero Rejection" policy. Monitor rejection rates closely to avoid penalties:
3. Site Operations & Execution
- Execute Supply and Erection in parallel
- Plan and coordinate shutdowns well in advance with the Engineer-in-Charge (PGVCL) ensure absolute safety of system and manpower during shutdowns.
- Manage material handling, storage, and security at the site store.
- Old Material Return: Ensure old conductor is removed from shackle to shackle and credited to the Sub Divisional Store.
4. Statutory & Labour Compliance
- Ensure the contractor has a valid labour license under the Contract Labour Act.
- Maintain a separate PF code and ensure monthly PF challans are submitted along with bills.
- Ensure wages are paid by the 7th of the next month as per Minimum Wages Act. Default can lead to contract cancellation.
- Comply with all local authority rules, Minimum Wages Act, and Workmen Compensation Act.
5. Documentation & Reporting
- Submit fortnightly progress reports with photographs (3 copies) to the PGVCL Engineer.
- Submit monthly man-hour reports on the 1st of every month (skill-wise and area-wise).
- Submit weekly material receipt reports.
- Maintain accurate records of all personnel (names, ages, genders, hours worked, wages paid) for Employer inspection.
6. Financial & Billing Coordination
- Coordinate with the Engineer for measured bills for erection work.
- Submit final bill with material consumption statement
Qualifications & Experience
Criteria Requirement Education B.E./B.Tech in Electrical Engineering. Experience Minimum 3-5 years in power distribution projects 11kV or higher voltage lines Soft Skills Solid leadership, negotiation, and reporting skills. Ability to handle PGVCL engineers and local authorities.
