Key Responsibilities
Procurement Planning & Strategy
- Develop procurement strategies and plans aligned with project objectives and regulatory requirements.
- Prepare procurement schedules and sourcing strategies for goods, works, and consultancy services.
- Support project teams in defining procurement packages, technical specifications, and evaluation criteria.
Tendering & Bid Management
- Lead end-to-end procurement processes, including:
- Expression of Interest (EOI)
- Request for Proposal (RFP)
- Request for Quotation (RFQ)
- Notice Inviting Tender (NIT)
- Tender Evaluation and Award Processes
- Manage bid submissions, pre-bid meetings, clarifications, and tender evaluations.
- Ensure procurement activities are conducted in a fair, transparent, and auditable manner.
Government Procurement & e-Procurement
- Ensure compliance with applicable Government procurement laws, policies, and procedures.
- Manage procurement through digital procurement platforms, including:
- Government e-Marketplace (GeM)
- State and Central Government e-Tendering Portals
- Other e-Procurement Systems
- Provide guidance on procurement methods, bid evaluation mechanisms,
and procurement governance requirements.
Contract Management
- Draft, review, and administer procurement contracts and service agreements.
- Manage contract execution, amendments, variations, extensions, and performance monitoring.
- Maintain procurement documentation and contract records in compliance with organizational and statutory requirements.
Claims & Dispute Resolution
- Assess and manage contractual claims, deviations, and variations.
- Support resolution of procurement-related disputes and contractual issues.
- Coordinate with legal, technical, and project stakeholders to address contract administration matters.
- Prepare documentation and recommendations related to claims and dispute resolution processes.
Compliance & Governance
- Ensure adherence to procurement policies, legal requirements, and audit standards.
- Conduct procurement risk assessments and recommend mitigation measures.
- Support internal and external audits and ensure timely closure of observations.
- Establish procurement governance controls and reporting mechanisms.
