ABOUT ROSWALT REALTY & BUILDCON

Roswalt Realty is a Mumbai-based real estate developer delivering residential projects across the Mumbai Metropolitan Region. The organisation runs on a systems-driven, fully accountable operating model: every function is defined as a workflow (FMS), every project moves against tracked milestones (PMS), and daily execution is delegated and closed as D2 tasks all governed by transparent, ERP-based performance scoring.

Buildcon is Roswalt's construction and execution vertical. It carries an approved project from site mobilisation through structure, MEP, finishing, quality and safety, to final handover to Eternia Roswalts maintenance arm post-possession from buildcon team. The vertical is scaling from founder-led execution to an institutionalised operation, and this role is central to that transition.

ROLE SUMMARY

The Chief Operating Officer, Buildcon owns end-to-end construction operations for the vertical procurement, execution, timeline governance, BOQ and cost control, stores and inventory, safety and site security, design / drawing coordination, and Buildcon's own HR. The COO institutionalises Roswalt's operating system inside Buildcon, driving on-time, on-quality and on-budget delivery that is measured through the company's MIS Score, MECA and TAT framework, and leads the Buildcon leadership team to predictable, audit-ready performance.

Direct Reports Buildcon Leadership Team

The COO leads Buildcon's operations units and the corporate / support function heads:

CORPORATE & SUPPORT FUNCTIONS

- Head Systems ERP, MIS, Process Coordination and FCD support; runs the operating system across the vertical.
- Head Purchase procurement, with Purchase Managers and Purchase Executives.
- Head Contracts QS & estimation, sub-contracts, claims, billing and certification.
- Head PR public relations and external liaison across all sites.
- Head Admin administration, Talent Acquisition (HR), payroll, POE, transport and support staff.
- Head Finance & Accounts project finance, accounts, audit, payables / receivables, taxation and payroll.
- EA COO coordination and on-time follow-through on all COO delegations.




- Head construction Ensure receipt of all the drawings design from the approval and or architectural teams and execute the same on site in the given time frames of the ERP systems.

Design / drawing coordination runs with the Group Studio / Approvals function; the COO also coordinates with the parallel Vacating vertical (under the Construction Chairman / Principal) for site vacation and readiness ahead of construction.

KEY RESPONSIBILITY AREAS (KRAS)

Construction Execution & Project Delivery

- Own delivery of all Buildcon projects to approved TICO milestone timelines; protect the critical path and eliminate slippage.
- Drive Full Kitting and finishing readiness so blockwork and finishes close within their stipulated PMS windows.
- Run both site-operations units (PS1 & PS2) — Project Managers, wing-wise Building Managers, RCC, Finishing, MEP, Stores, Safety and SICMA — to a single, coordinated execution plan.
- Run each project on its PEP Sheet — the master tracking document from term-sheet to launch date, updated daily and reviewed at every milestone check — and enforce Full Kitting (resources, people, approvals, materials) before any milestone starts.
- Steer both project phases — Satte Pe Satta (term-sheet launch: external stakeholders, seed-funded) and Suits (launch final O.C.: internally controlled, self-financing) — and assign a named Dedicated Resource (DR) to every critical milestone.
- Own the clean Buildcon-to-Eternia handover, with snags identified and closed within the defined window.

Procurement, BOQ & Cost Control

- Institutionalise BOQ discipline — approved BOQ as the single source of truth for material, quantity and cost.
- Lead vendor and contractor selection, rate negotiation and contract governance.
- Keep actual construction cost within approved BOQ; investigate and correct variance at source.
- Own the in-house-vs-outsource decision on the basis of MVOT (money-value-of-time), quality required and repeatability — owning the output regardless of who executes.
- Drive Contracts, QS & estimation, sub-contract, claims, billing and certification through the Head Contracts,



keeping BOQ as the single source of truth end-to-end.
- Oversee Buildcon finance & accounts through the Head Finance & Accounts — budgets, payables / receivables and audit readiness — so cost control extends from BOQ to books.
- Ensure construction fund approvals move through the Fund App within its service level.

Stores, Inventory & Material Management

- Establish accurate stores and inventory control at every site — no untracked stock, no idle material.
- Align material availability to the execution schedule to prevent both stock-outs and over-ordering.
- Enforce reconciliation, wastage control and audit-ready material records.

Safety, Security & Site Governance

- Own EHS across all sites; target zero lost-time incidents and full statutory compliance.
- Ensure site security of people, material and assets.
- Embed safety and quality checkpoints into the workflow rather than treating them as after-the-fact inspections.

Design & Drawing Coordination

- Coordinate with the Studio / Approvals function to ensure required drawings reach site on time and complete.
- Close the loop between site queries and design so execution is never held up by drawing gaps.

Buildcon Human Resources & Team Capability

- Own Buildcon manpower planning and timely closure of construction manpower requisitions via the Head Admin's Talent Acquisition function.
- Build and retain a capable site leadership bench; maintain the Organisation Matrics Chart (OMC) for the vertical.
- Set clear accountability for every role and drive a measured, on-time execution culture.

Systems, Governance & Accountability

- Make Buildcon run on Roswalt's operating system — D2 (daily delegated), FMS (workflows) and PMS (project milestones) — with high on-time closure, driven through the Systems Head (ERP, MIS, Process Coordination and FCD).
- Run the corrective-action discipline: trigger SWEEP within 1 hour of any CC (critical issue) and CARMA within 12 hours to prevent recurrence — with the ultimate project deadline never moving.
- Enforce FCD (Follow-up • Communicate • Document) on every D1 / D2, and run a live Weekly Scheduler (batching, staggering, milestone-splitting) across the project portfolio.
- Sustain a solid MIS Score and green MECA across the vertical; act on Auditor / Vigilance findings.
- Convert firefighting into repeatable, documented process; leave the vertical audit-ready at all times.
