JOB DETAILS
- Position Title: State Head-UP East
- Department: State Operations
- Grade: Management
JOB PURPOSE
The State Head UP East is responsible for the overall operational, commercial, and strategic management of Bluetown's operations across the UP-East region.
The role will drive operational excellence, project execution, customer satisfaction, resource optimization, and business growth initiatives while ensuring achievement of state-level operational KPIs, financial objectives, and service delivery commitments.
The position acts as the single point of ownership for all state operations and works closely with cross-functional teams to ensure seamless execution and alignment with organizational goals.

KEY ACCOUNTABILITIES/RESPONSIBILITIES
1. State Leadership & Operations Ownership
- Take complete ownership of UP East operations and ensure achievement of business, operational, and customer objectives.
- Develop and execute state-level operational strategies aligned with company goals.
- Drive operational performance through effective planning, monitoring, and continuous improvement.
- Ensure achievement of KPIs related to uptime, service quality, delivery timelines, and customer satisfaction.
- Provide regular operational updates, performance reports, and business insights to the Country Head.
- Manage critical escalations and ensure timely resolution.
2. Business & Operational Planning
- Develop annual and quarterly operational plans for the state.
- Forecast manpower, infrastructure, and resource requirements.
- Support business expansion initiatives through operational readiness planning.
- Identify opportunities for improving efficiency, reducing costs, and increasing operational effectiveness.
- Ensure state operations remain scalable to support business growth.
3. Project Delivery & Execution
- Lead end-to-end execution of state-level projects from planning to successful delivery.
- Ensure projects are completed within agreed timelines, quality parameters, and budgets.
- Coordinate with technical teams, vendors, and customers for smooth implementation.
- Monitor project progress, identify risks, and implement mitigation plans.
- Ensure effective utilization of resources during project execution.
4. Operations & Maintenance Management
- Ensure smooth operation and maintenance of telecom/network infrastructure.
- Drive preventive and corrective maintenance activities.
- Monitor network performance, incidents, and SLA compliance.
- Implement processes to improve service reliability and operational efficiency.
- Ensure timely resolution of technical issues and customer complaints.
5. Financial & Cost Management
- Own state-level operational cost management and budget utilization.
- Monitor OPEX and implement cost optimization initiatives.
- Ensure efficient deployment of manpower, equipment, and operational resources.
- Support financial planning and operational forecasting.
6. Team Leadership & Development
- Build and lead a high-performing state operations team.
- Define responsibilities, monitor performance, and ensure accountability.
- Develop technical and leadership capabilities within the team.
- Drive employee engagement, discipline,
and operational excellence.
7. Customer & Stakeholder Management
- Establish and maintain strong relationships with key customers and stakeholders.
- Act as the senior operational escalation point for the state.
- Conduct operational reviews and ensure customer expectations are met.
- Ensure effective communication between customers and internal teams.
QUALIFICATIONS
- Bachelors/Master’s degree in Telecommunications Engineering, Electronics & Communication Engineering, or related discipline.
- MBA in Operations/Management preferred.
- Minimum 12+ years of experience in Telecom Operations, Project Management, or Network Infrastructure Management.
- Minimum 5 years of experience managing large teams or state/regional operations.
