Purpose/Objective

The SBU Head – Regulatory (Technical) will be responsible for leading all technical regulatory approvals, statutory clearances, development permissions, and authority liaison activities for the Business Unit's real estate developments.
The role will ensure timely acquisition of approvals, regulatory compliance, risk mitigation, and seamless coordination with government authorities, consultants, and internal stakeholders from land acquisition through project completion.
The incumbent will play a critical role in ensuring project timelines are achieved through strategic management of all technical approvals, sanctions, NOCs, and compliance requirements across the project lifecycle.

Key Responsibilities of Role

Regulatory Strategy & Planning - Develop regulatory approval strategies aligned with project development plans and business objectives.
- Create approval roadmaps and regulatory timelines for all projects within the SBU.
- Identify critical approvals, dependencies, risks, and mitigation measures.
- Advise leadership on regulatory implications of business decisions and project strategies.
- Monitor changes in development regulations, building by-laws, zoning norms, and government policies.
Development Permissions & Statutory Approvals - Lead end-to-end approval processes for residential, commercial, mixed-use, township, industrial, and infrastructure developments.
- Obtain necessary sanctions from local, state, and central authorities.
- Manage approvals related to: - Master Planning - Development Permission (DP) - Building Plan Approvals - Layout Approvals - Commencement Certificate (CC) - Occupation Certificate (OC) - Fire NOCs - Airport Authority NOCs - Environmental Clearances - Pollution Control Board Approvals - Water & Sewerage Permissions - Utility Approvals - RERA Compliance - Infrastructure and Township-related Approvals - Ensure all approvals are obtained within committed timelines.
Government Liaison & Stakeholder Management - Establish and maintain strong relationships with regulatory bodies and statutory authorities.




- Act as the primary interface between the SBU and approval authorities.
- Coordinate with municipal corporations, urban development authorities, revenue departments, state agencies, and utility service providers.
- Represent the organization during regulatory meetings, hearings, and reviews.
- Ensure effective engagement with consultants, architects, planners, and government officials.
Technical Due Diligence & Compliance - Conduct technical due diligence during land acquisition and project planning stages.
- Identify regulatory constraints, approval risks, and development opportunities.
- Ensure projects comply with applicable: - Development Control Regulations (DCR) - GDCR / Local Building Bye-laws - RERA Regulations - Environmental Norms - Fire & Life Safety Requirements - Urban Development Acts - Municipal Regulations - Monitor ongoing compliance throughout the project lifecycle.
Project Coordination & Approval Management - Collaborate with Design, Engineering, Project Management, Legal, Planning, and Commercial teams.
- Review design submissions for regulatory compliance before authority submissions.
- Ensure timely resolution of authority observations and approval queries.
- Monitor approval status and escalate risks impacting project schedules.
- Drive cross-functional accountability for regulatory deliverables.
Risk Management & Governance - Identify approval-related risks and establish mitigation plans.
- Ensure adherence to corporate governance and compliance frameworks.
- Maintain approval trackers, compliance registers, and audit-ready documentation.
- Support internal and external audits related to regulatory compliance.
- Prevent delays arising from regulatory non-compliance.




Process Improvement & Digitization - Develop standardized approval processes and SOPs across projects.
- Implement approval tracking systems and regulatory dashboards.
- Drive digitization and automation initiatives for approval management.
- Benchmark industry best practices and improve approval efficiency.
Leadership & Team Development - Lead and mentor Regulatory, Liaisoning, and Approval teams across the SBU.
- Develop regulatory capability and succession planning within the function.
- Foster a culture of accountability, compliance, and proactive stakeholder management.
- Drive performance excellence through measurable objectives and continuous improvement.

Qualifications and Experience

Educational Qualification Mandatory - Bachelor's Degree in Civil Engineering / Architecture / Urban Planning Preferred - Master's Degree in Urban Planning, Construction Management, Infrastructure Management, or Real Estate - Skilled Certifications in Regulatory Compliance or Project Management Experience - 18–25 years of experience in Regulatory Approvals, Technical Liaisoning, Development Permissions, or Urban Development.
- Minimum 8–10 years in leadership roles within Real Estate, Infrastructure, Construction, Township Development, or Urban Development sectors.
- Strong experience dealing with government authorities, urban development bodies, and statutory agencies.
- Proven track record of securing approvals for large-scale mixed-use, residential, commercial, industrial, or township projects.
- Deep understanding of local development regulations, RERA, environmental approvals, and municipal governance frameworks.
