Manager / Deputy Manager / Assistant Manager BTG Package Procurement (Major EPC & Balance of Plant Systems)

Job Purpose
The incumbent shall be responsible for end-to-end procurement and package management of major Boiler-Turbine-Generator (BTG) Balance of Plant packages for the 2400 MW Supercritical Thermal Power Project. The role encompasses procurement planning, tendering, commercial negotiations, vendor development, manufacturing follow-up, inspection coordination, logistics management and contract administration to ensure timely availability of materials and equipment in accordance with project schedules, quality standards and approved budgets.
Key Responsibilities
- The role shall independently manage the complete procurement lifecycle for critical EPC packages including Coal Handling Plant (CHP), Ash Handling Plant (AHP), Water Treatment Plant (WTP), Raw Water System including site piping works, Cooling Water System, Fire Protection & Detection System (FPDS), HVAC System, Induced Draft Cooling Towers (IDCT)/FRP Cooling Towers and other associated Balance of Plant packages.
- The incumbent shall develop procurement strategies, prepare package-wise procurement schedules aligned with project milestones, identify long-lead items and procurement risks, prepare tender documents and Requests for Quotations (RFQs), coordinate technical bid evaluations with Engineering and PMG teams, conduct techno-commercial discussions, prepare comparative statements, negotiate commercial terms with suppliers and facilitate placement of purchase orders after obtaining the requisite management approvals.
- The position shall actively develop and manage a robust vendor base through vendor identification, qualification, capability assessment and performance evaluation. It shall closely monitor manufacturing schedules, coordinate stage inspections and Factory Acceptance Tests (FAT), expedite manufacturing progress, monitor dispatch readiness and ensure timely delivery of equipment at site in line with project execution requirements.
- The incumbent shall work in close coordination with Engineering, Project Management Group (PMG), Quality Assurance & Inspection Agencies, Construction Teams, Logistics, Finance and Site Management to resolve procurement bottlenecks and ensure seamless execution of project packages. The role shall also administer contracts throughout the project lifecycle including change orders, variation orders, price adjustments, contractual claims, liquidated damages, bank guarantees, payment certification and contract amendments.
- The position shall continuously monitor package-wise procurement progress through periodic MIS reports, identify schedule slippages, recommend corrective actions and ensure achievement of project procurement milestones.
Grade-wise Expectations
Manager: Shall independently lead procurement of multiple high-value EPC packages, formulate procurement strategies, conduct complex commercial negotiations, resolve contractual disputes,
mentor Deputy Managers and Assistant Managers and provide periodic procurement status and risk updates to the Head Procurement and Project Leadership.
Deputy Manager: Shall independently manage procurement execution for one or more major EPC packages, coordinate technical and commercial evaluations, monitor vendor manufacturing, inspections and deliveries, administer contracts and support commercial negotiations while ensuring adherence to procurement schedules.
Assistant Manager: Shall support preparation of RFQs, procurement documentation, vendor correspondence, purchase order processing, manufacturing follow-up, inspection scheduling, logistics coordination, SAP updates, MIS preparation, invoice processing and maintenance of procurement records.
Qualification & Experience
Bachelor's Degree in Mechanical Engineering is preferred, although candidates with Electrical, Civil or Instrumentation Engineering backgrounds possessing relevant procurement experience may also be considered. An MBA or Post Graduate qualification in Supply Chain Management shall be an added advantage.
Relevant experience of 12-18 years for Managers, 812 years for Deputy Managers and 4–8 years for Assistant Managers is desirable, with demonstrated expertise in procurement and package management for 660 MW/800 MW Supercritical Thermal Power Projects or other large EPC infrastructure projects.
Candidates should possess sound knowledge of SAP-MM, project procurement, contract management, vendor development, commercial negotiations, inspection procedures, logistics management and project scheduling. Experience of working with reputed EPC contractors and OEMs such as BHEL, Thermax, Doosan koda Power, L&T;, ISGEC, TRF, Clyde Bergemann, FLSmidth and similar organizations will be preferred.
