Role: SCM Lead Procurement, Logistics & Stores (Chemical Plants)
Role Overview
The SCM Manager will be responsible for managing end-to-end procurement, overseas logistics, and store operations for chemical manufacturing plants. The role focuses on ensuring uninterrupted supply of raw materials, efficient import/export logistics, optimized inventory management, and cost-effective procurement while maintaining strict quality and compliance standards.
Key Responsibilities
1. Procurement (Capex + Opex – Chemical Industry Focus)
- Manage procurement of raw materials, chemicals, solvents, catalysts, and packaging materials
- Handle sourcing of engineering items (pipes, valves, pumps, fabrication, instrumentation, etc.)
- Develop and execute category-wise sourcing strategies
- Identify, evaluate, and onboard domestic and international suppliers
- Negotiate pricing, contracts, and commercial terms to ensure cost efficiency and reliability
- Ensure timely availability of critical materials to avoid plant downtime
- Drive Annual Rate Contracts (ARC) and long-term supplier agreements
2. Overseas Logistics & Import-Export Management
- Manage end-to-end international logistics, including imports of raw materials and exports of finished goods
- Coordinate with freight forwarders, CHA (Custom House Agents), and shipping lines
- Ensure compliance with customs regulations, DGFT norms, hazardous chemical handling, and documentation (LCs, BOE, BL, COO, etc.)
- Optimize freight costs, shipment timelines, and container utilization
- Handle Incoterms negotiation (FOB, CIF, CFR, etc.)
- Monitor and mitigate supply chain risks (delays, port congestion, regulatory issues)
3. Store & Inventory Management
- Oversee plant store operations, including inward/outward material flow
- Maintain optimum inventory levels for RM, WIP, consumables, and spares
- Implement inventory control systems (FIFO, FEFO for chemicals)
- Ensure accurate material accounting, stock audits, and reconciliation
- Minimize inventory carrying cost and obsolescence
- Drive digitization and ERP-based store management (SAP preferred)
4. Cost & Commercial Excellence
- Drive cost reduction initiatives across procurement and logistics
- Track and optimize key metrics such as landed cost, inventory turns, and working capital
- Manage payment terms, LC negotiations, and vendor credit cycles
- Conduct market intelligence for price trends (chemicals, metals, freight)
5. Vendor Development & Quality
- Build a robust supplier ecosystem for chemical and engineering categories
- Implement vendor evaluation and performance scorecards
- Ensure compliance with quality, safety, and environmental standards
- Work closely with QA/QC teams to reduce rejections and Cost of Quality (COQ)
6. Process & Stakeholder Management
- Establish procurement SOPs, governance frameworks, and compliance systems
- Collaborate with production, projects, finance, QA, and engineering teams
- Ensure seamless coordination between procurement, logistics, and plant operations
- Lead and mentor a team across procurement, logistics, and stores
Key Accountabilities (KPIs)
- Material availability & zero production downtime due to supply issues
- Reduction in landed cost and logistics cost (%)
- Improvement in inventory turns & working capital efficiency
- Vendor performance (quality, delivery adherence)
- Reduction in COQ and procurement cycle time (TAT)
- Compliance with import/export and safety regulations
Qualifications & Experience
- Bachelor’s degree in Engineering (Chemical/Mechanical preferred); MBA is a plus
- 10–15 years of experience in SCM/procurement within chemical or process industry
- Strong exposure to international sourcing and logistics
- Experience in managing plant stores and inventory systems
Key Skills & Competencies
- Strong understanding of chemical supply chains and hazardous material handling
- Expertise in import-export procedures and global sourcing
- Excellent negotiation and commercial acumen
- Strong analytical and problem-solving skills
- Hands-on experience with ERP systems (SAP/MM preferred)
- Leadership ability with robust cross-functional coordination skills
