The Project Manager will lead and coordinate all activities related to the Final Location Survey (FLS) and preparation of Detailed Project Reports (DPR) for railway infrastructure projects in Gujarat. This includes managing geotechnical investigations, overseeing MB uploads, addressing billing-related issues with railway officials, and ensuring full compliance with Indian Railways technical standards. The candidate must have comprehensive knowledge of all Railway DPR chapters.

Key Responsibilities

Project Management & Governance:

- Execute all aspects of FLS and DPR preparation, ensuring quality, accuracy, and timeliness.
- Coordinate with survey, design, and geotechnical teams.
- Ensure compliance with all Indian Railway manuals and circulars, especially FLS requirements.
- Must be aware of RDSO guidelines, IR-WCMS portal, EDAS.
- Formulate project schedules, resource allocations, and milestone tracking schedules using project management tools.
- Manage sub-consultants, track financial billings, prevent scope creep, and ensure survey quality assurance protocols.

Survey & Engineering Execution (FLS)

- Oversee data acquisition by surveys across proposed alignments.
- Supervise and optimise alignment design.
- Lead soil testing and water-flow analysis to design safe foundations for bridges, tunnels, and embankments.
- Map existing infrastructure interfaces, including station layouts, platforms, Over Head Electricity (OHE) masts, and signalling control boxes.

Detailed Project Report (DPR) Compilation

- Lead the drafting and integration of complete multi-volume DPRs comprising Traffic Surveys, Civil Engineering, Signalling & Telecom, Power Supply, and Traction layouts.
- Supervise the preparation of highly accurate Bill of Quantities (BoQ)



and cost estimates based on the Indian Railways Unified Standard Schedule of Rates (IR USSOR).
- Direct the financial appraisal of the line, including Traffic Forecast models, Rate of Return (RoR) assessments, and Financial Internal Rate of Return (FIRR) metrics.

Geotechnical Investigation:

- Oversee the direct field investigation. Supervise borehole drilling, soil testing, and analysis.
- Lead and own the vendor and lab management
- Coordinate with labs/agencies for timely data.
- Review geotechnical reports and ensure incorporation into design.
- Evaluate ground conditions to identify potential geological risks and formulate technical mitigation strategies for the final Detailed Project Report
- Knowledge of Geophysical activities

Measurement Book (MB) & Billing:

- Ensure accurate MB preparation and uploading as per railway formats.
- Follow up with railway officials for MB verification and bill approvals.
- Handle all billing-related documentation, queries, and reconciliation.

Stakeholder management and Regulatory Compliance:

- Act as the single point of contact with and for all railway authorities.
- Navigate statutory clearances for land acquisition boundaries, forest clearances, wildlife sanctuaries, and utility shifting permissions.
- Attend meetings, site inspections, and joint verifications with railway officials.
- Ensure timely reporting, clarification submissions, and documentation.

Railway FLS Technical Knowledge (Mandatory):

Candidate must be well-versed with the scope,



methodology, and documentation of the following key chapters:

- Project Introduction and Background
- Justification & Objectives of the Project
- Traffic Survey (FIRR& EIRR) and Forecast
- Topographical Survey & Alignment Finalization
- Reconnaissance and Preliminary Survey
- Final Location Survey (Detailed Survey Plan)
- Geotechnical Investigations & Soil Testing
- Hydrological and Drainage Studies
- Design Criteria and Standards (Bridges, Tunnels, Stations)
- Environmental and Social Impact Assessment (ESIA)
- Cost Estimation and Project Phasing
- Utility Shifting and Land Acquisition Requirements
- Construction Methodology and Equipment Planning
- Project Implementation Schedule (Bar Chart/PERT/CPM)
- Conclusion and Recommendations
- Statutory clearance of forest and workplace.

Work Experience

- 7-15 years of experience in railway infrastructure projects.
- Must have practical experience in preparing and managing all chapters of Railway FLS.
- Familiarity with railway billing systems, MB processes, and coordination protocols.
- Proven track record of managing and delivering at least 23 major FLS and DPR submissions approved by Indian Railways authorities.

Knowledge

- Proficiency in AutoCAD, MS Project, Civil 3D, and survey tools (DGPS, Total Station).
- Ability to interpret geotechnical/geophysical reports, land survey logs, and traffic data spreadsheets
- Project Delivery.
- Excellent leadership, communication, and documentation skills.
- Capability to handle site-level challenges, billing disputes, and railway coordination.
