Role Overview
The Manager – Finance & Budgeting shall be responsible for managing and overseeing the financial planning, budgeting, accounting, fund management, financial reporting, expenditure monitoring, statutory compliance, audit coordination, and financial advisory functions of IIIDEM.
The role requires a seasoned finance professional capable of ensuring efficient utilization of financial resources, preparation and monitoring of annual budgets, compliance with government financial rules and regulations, coordination with auditors and stakeholders, and providing strategic financial inputs to the management for informed decision-making.
The incumbent shall play a critical role in strengthening IIIDEM’s financial governance framework and ensuring transparency, accountability, and fiscal discipline across all institutional activities, training programs, projects, and operational initiatives.
Scope of Work
Manage institutional budgeting, financial planning, forecasting, and expenditure monitoring.
Oversee accounting operations, financial reporting, and maintenance of books of accounts.
Ensure compliance with applicable financial rules, taxation provisions, audit requirements, and statutory regulations.
Monitor utilization of funds, grants, project expenditures, and budget allocations.
Coordinate internal, statutory, CAG, and other audits.
Provide financial advisory support to management on budgeting, procurement, contracts, and resource allocation.
Develop financial reports, dashboards, utilization certificates, and management information systems (MIS).
Coordinate with government departments, auditors, banks, consultants, vendors, and internal stakeholders on financial matters.
Key Responsibilities
Financial Planning & Budgeting
Prepare annual budgets, revised estimates, supplementary budgets, and financial forecasts.
Monitor budget utilization and ensure expenditure remains within approved allocations.
Conduct budget variance analysis and provide recommendations for corrective actions.
Support preparation of long-term financial plans and resource allocation strategies.
Provide financial inputs for institutional projects, training programs,
and special initiatives.
Financial Management & Accounting
Oversee maintenance of books of accounts, ledgers, vouchers, and financial records.
Ensure timely preparation of monthly, quarterly, and annual financial statements.
Monitor cash flow, fund utilization, investments, receivables, and financial commitments.
Review payments, reimbursements, advances, and financial transactions for compliance and accuracy.
Ensure proper accounting treatment of grants, project funds, and institutional expenditures.
Audit & Compliance
Coordinate internal audits, statutory audits, CAG audits, and financial inspections.
Facilitate timely submission of audit records, clarifications, and compliance reports.
Ensure compliance with applicable accounting standards, taxation laws, financial regulations, and government guidelines.
Monitor implementation of audit observations and corrective action plans.
Maintain financial transparency and accountability mechanisms.
Financial Reporting & MIS
Prepare financial dashboards, expenditure reports, utilization reports, and management MIS.
Develop periodic reports on budget performance, fund utilization, and financial health indicators.
Present financial analysis and recommendations to senior management.
Generate reports required by regulatory authorities, funding agencies, and government stakeholders.
Procurement & Contract Finance Support
Provide financial scrutiny and budgetary vetting of procurement proposals, contracts, and agreements.
Ensure availability of budget provisions prior to financial commitments.
Support evaluation of financial bids and commercial proposals.
Review contractual payment schedules and financial obligations.
Stakeholder Coordination
Coordinate with banks, auditors, consultants, vendors, government departments,
and regulatory agencies.
Provide financial guidance and support to various departments within IIIDEM.
Assist management in financial decision-making and institutional planning.
Minimum Qualification
Essential Qualification
Chartered Accountant (CA) / Cost & Management Accountant (CMA) / MBA (Finance) / M.Com / Master's Degree in Finance, Accounting, Commerce, Economics, or related discipline from a recognized university/institution.
OR
Any equivalent professional qualification with substantial experience in Finance, Budgeting, Accounting, and Financial Management.
Minimum Experience
Minimum 8 years of post-qualification professional experience in Finance, Budgeting, Accounting, Financial Planning, Audit, or related domains.
Experience in Government Organizations, Autonomous Bodies, Educational Institutions, PSUs, Consulting Organizations, International Organizations, or large corporate environments shall be preferred.
Experience in handling annual budgets, grant management, project finances, audit coordination, and financial compliance is highly desirable.
Exposure to government financial rules, public finance management, and institutional budgeting will be an added advantage.
Required Skills & Competencies
Strong knowledge of financial planning, budgeting, accounting principles, and financial management practices.
Understanding of Government Financial Rules (GFR), public procurement processes, audit procedures, and financial compliance frameworks.
Expertise in financial analysis, forecasting, variance analysis, and expenditure monitoring.
Knowledge of taxation, statutory compliance, and financial reporting standards.
Proficiency in accounting software, ERP systems, MS Excel, financial modeling, and reporting tools.
Strong analytical, problem-solving, and decision-making capabilities.
Excellent communication, presentation, and stakeholder management skills.
Ability to interpret complex financial data and provide strategic recommendations.
