Estimation Manager Mechanical (Oil & Gas)

(Pipelines, Plant Piping, Mechanical & Structural Works, Shutdown & Maintenance Projects)

Job Summary

The Estimation Manager – Mechanical is responsible for end-to-end cost estimation and commercial support for onshore oil & gas projects, including pipelines, plant piping, mechanical equipment, structural steel works, and shutdown/maintenance activities. The role covers greenfield and brownfield projects from tender stage through contract award.

The position requires strong technical judgment, cost engineering expertise, and leadership capability to deliver accurate, competitive, and risk-aligned bids. The Estimation Manager will lead estimation activities, guide junior estimators, and work closely with engineering, planning, procurement, and construction teams to ensure commercially sound proposals.

Key Responsibilities & Duties

Tender & Bid Submission

- Lead the preparation and submission of technical and commercial tenders for oil & gas projects, ensuring full compliance with client specifications, contractual requirements, and internal bid governance procedures.
- Review tender documents, specifications, drawings, and BOQs to identify scope requirements, exclusions, risks, and opportunities.

Estimation & Cost Engineering

- Prepare detailed material take-offs (MTOs) and cost estimates for pipelines, piping systems, structural steel works, tanks, and mechanical equipment erection.
- Analyze direct and indirect costs, fixed and variable expenses, productivity norms, construction methodologies, and resource requirements to derive accurate unit rates and total project costs.




- Identify cost-saving opportunities and value engineering proposals during the estimation phase without compromising safety, quality, or compliance.

Site Survey & Scope Analysis

- Attend site surveys, pre-bid meetings, and job explanation meetings to define scope, assess site conditions, and identify constructability constraints.
- Raise technical and commercial clarifications with clients to ensure clear scope definition and accurate pricing.

Shutdown & Maintenance Estimation

- Estimate complex shutdown and turnaround works under tight schedules, including valve testing, piping replacement, structural repairs, tank maintenance, and coating/painting activities.
- Account for execution risks, access limitations, productivity constraints, and safety requirements specific to brownfield and live-plant environments.

Subcontractor & Multidisciplinary Coordination

- Evaluate and analyze subcontractor bids and vendor quotations for technical and commercial compliance.
- Coordinate closely with Civil, Electrical & Instrumentation (E&I;), insulation, scaffolding, NDT/testing, and other specialist subcontractors to obtain integrated and realistic cost inputs.
- Ensure alignment of scopes, interfaces, responsibilities,



and execution sequencing between mechanical and other disciplines during estimation.
- Work with engineering, planning, procurement, and construction teams to validate quantities, methodologies, and productivity assumptions across disciplines.

Leadership & Review

- Lead, mentor, and review the work of junior estimators, ensuring accuracy, consistency, and adherence to company and client standards.
- Validate final estimates prior to submission and support management during internal bid reviews.
- Robust written and verbal communication skills, with the ability to present and defend estimates to clients and senior management.

Required Skills & Qualifications

Education

- Bachelor’s Degree in Mechanical Engineering

Experience

- 10–15+ years of relevant experience in mechanical and pipeline cost estimation within the oil & gas industry.
- Minimum 5 Years of Experience in working as Managerial role for the Estimation Division.
- Proven exposure to greenfield, brownfield, and shutdown/turnaround projects.

Technical Expertise

- Strong experience in pipelines, carbon steel, stainless steel, and alloy steel piping, structural steel fabrication, tanks, and mechanical erection works.
- In-depth knowledge of relevant international codes and standards, including ASME B31.4, ASME B31.8, API 1104, and applicable client specifications.

Software & Tools

- Advanced proficiency in MS Excel for cost modeling and analysis.
- Understanding of planning tools (Primavera or equivalent) is desirable.
