Job Description
AECOM is seeking a highly competent QA/QC Manager for Project Management Consultancy (PMC) assignments in power transmission systems, substations (up to 765 kV), and renewable energy projects.
The role serves as the Owners Quality Representative, responsible for establishing and enforcing robust quality management systems across engineering, procurement, construction, testing, commissioning, and handover phases, ensuring compliance with contractual, statutory, and international standards.
Key Responsibilities Roles
1. Quality System Management
- Develop, implement,
and maintain the Project Quality Management Plan (PQMP) aligned with ISO 9001 and project-specific quality frameworks.
- Establish and review Quality Assurance Plans (QAP), Field Quality Plans (FQP), Inspection Test Plans (ITP), and Method Statements.
- Define project-wide quality objectives, KPIs, and reporting mechanisms.
- Ensure integration of quality requirements across Electrical, Civil, and IC disciplines for unified project delivery.
2. Design Engineering Quality Assurance
- Review EPC engineering deliverables including SLDs, layouts, schematics, civil/structural drawings, control philosophies, and protection schemes.
- Ensure compliance with IEC, IEEE, IS, ISO standards and project specifications.
- Validate interdisciplinary coordination and interface management across substations, transmission lines, and renewable systems.
3. Procurement Factory Inspections
- Lead vendor pre-qualification, quality audits, and manufacturing inspections.
- Conduct and witness Factory Acceptance Tests (FAT) for critical equipment:
- Transformers, Reactors, GIS/AIS switchgear
- Protection control panels, SCADA/PLC/DCS
- STATCOM, HVDC systems, BESS components
- Review vendor documentation including QAP, FQP, FAT/SAT procedures, and manufacturing quality records.
- Ensure compliance with approved specifications prior to dispatch.
4. Site Inspection Testing
- Implement site-level quality assurance through stage-wise inspections, material verification, and installation checks.
- Monitor execution quality for:
- Substations (AIS/GIS, control buildings, cable systems)
- Transmission lines (tower foundations, erection, stringing)
- Renewable plants (solar PV, wind, BESS integration)
- Enforce adherence to ITP hold points, witness points, and approved procedures.
5. Commissioning Handover
- Supervise and validate pre-commissioning and commissioning activities, including:
- Protection system testing and coordination
- SCADA/automation system validation
- Grid synchronization and performance testing
- Ensure compliance with grid codes, statutory requirements, and contractual performance guarantees.
- Review and approve as-built drawings, commissioning reports, and final quality dossiers for project handover.
6.
Non-Conformance Management (NCR) Continuous Improvement
- Establish and manage Non-Conformance Reports (NCRs), Corrective and Preventive Actions (CAPA).
- Conduct root cause analysis (RCA) and ensure timely closure of quality issues.
- Track quality trends and implement continuous improvement initiatives and lessons learned across projects.
7. Documentation Audits
- Maintain comprehensive quality documentation including inspection reports, test records, audit reports, and compliance registers.
- Conduct internal and external quality audits, including ISO audits and client audits.
- Ensure readiness for regulatory inspections and third-party verifications.
8. Stakeholder Coordination Reporting
- Act as the primary interface for all quality-related matters between client, PMC, EPC contractors, and vendors.
- Prepare and present quality dashboards, MIS reports, and management review reports.
- Support resolution of technical disputes, claims, and contractual quality issues.

Qualifications
- Bachelors Degree in Electrical / Civil / Mechanical Engineering (Masters preferred)
- Minimum 15+ years of relevant experience in QA/QC for power sector projects
- Proven experience in PMC / EPC roles for:
- Transmission systems (66 kV to 765 kV / HVDC)
- Substations (AIS/GIS/Hybrid)
- Renewable energy (Solar, Wind, BESS)
- Extensive experience in factory inspections, site supervision, and commissioning support
- Experience in large-scale, multi-location infrastructure projects
Additional Information
- Strong knowledge of quality systems, codes, and standards (IEC, IEEE, ISO)
- Expertise in inspection, testing protocols (FAT/SAT), and audit methodologies
- Familiarity with grid integration, protection systems, and renewable interfaces
- Proficiency in digital QA/QC tools and project management systems
- Proficient in MS Office Suite (Excel, Word, PowerPoint)
- Working knowledge of AutoCAD for drawing review
- Experience with project management tools such as Primavera (P6) and MS Project (MSP)
