2. Purpose of the Role

To act as the Corporate Affairs anchor for the Company's operations in the North Zone, covering cement plants, grinding units, and limestone mining operations in Rajasthan and Haryana. The incumbent will be responsible for regulatory compliance tracking, liaison with State Government departments and regulatory authorities, administration of State industrial incentives, support on mining and environmental regulatory matters, and timely escalation of regulatory risks and policy developments affecting the zone. The role also supports Central Government and apex-level engagements in Delhi as and when required.

3. Key Responsibilities

- A. Regulatory Liaison & Government Interface
- Serve as the primary Corporate Affairs interface with State Government departments and authorities in Rajasthan and Haryana, including Industries/DIC, Pollution Control Boards (RSPCB / HSPCB), Department of Mines & Geology, Revenue authorities, Labour Department, DISH/Factories Directorate, and Electricity utilities/Discoms.
- Build and maintain constructive working relationships with district administration (Collectorate, SDM, Tehsil) around plant and mine locations.
- Coordinate inspections, hearings, and official visits; ensure timely, accurate, and well-documented responses to notices, queries, and show-cause communications from authorities.
- Support engagements with Central Ministries (MoEFCC, Ministry of Mines, Ministry of Labour & Employment, IBM) and industry bodies (e.g., CMA) in Delhi, as required.
- B. Environmental & Mining Regulatory Compliance
- Track Environmental Clearance (EC), Consent to Establish / Consent to Operate (CTE/CTO), and Forest/Wildlife clearance conditions for plants and limestone mining blocks in the zone; maintain compliance calendars and ensure timely renewals and condition-compliance reporting.
- Support mining regulatory matters under the MMDR Act, MCR 2016, and MCDR 2017 — including mining plan/MDPA amendments, statutory returns, and correspondence with the Mining Engineer, SME, and Directorate of Mines & Geology.
- Monitor and support compliance on emerging obligations, including Solid Waste Management Rules (RDF co-processing and Bulk Waste Generator registrations), Carbon Credit Trading Scheme (CCTS) obligations, and online emission/effluent monitoring (OCEMS) related matters with SPCBs.
- Track judicial and quasi-judicial developments affecting the zone (e.g., NGT and Supreme Court matters concerning mining and environment, including Aravalli-related proceedings) and provide timely impact assessments.

Industrial Incentives & State Policy
- Administer and protect the Company's entitlements under State industrial promotion policies — including the Rajasthan Investment Promotion Scheme (RIPS) and the Haryana Enterprises & Employment Policy — covering applications, eligibility certificates, periodic claims, disbursement follow-up, and utilisation tracking.
- Prepare incentive models, benefit computations, and claim documentation; reconcile subsidy consumption against sanctioned caps and report status to the Function Head.
- Monitor new and amended State policies (industrial, mineral, energy, logistics) and assess opportunities/risks for the Company's existing and planned investments in the zone.
- D. Labour Law & Establishment Compliance
- Support implementation of the Labour Codes and State Rules across plants and mines in the zone, in coordination with HR/IR and plant teams — including registrations, licences, returns, and display/notice requirements.
- Track State-level notifications (shops & establishments, contract labour, factories/OSH rules) and ensure plant-level readiness for transitions between legacy laws and the new Codes.
- E. Land, Legal & Documentation Support
- Support land-related due diligence, revenue record verification, conversion/diversion matters, and correspondence with revenue authorities for plant and mining land parcels.
- Coordinate with Legal and external counsel on litigation, arbitration, and departmental proceedings within the zone; maintain case trackers and hearing calendars.
- Draft high-quality letters, representations, point-wise replies to queries, undertakings, and briefing notes in line with the Company's documentation standards; maintain complete correspondence chronologies for all active regulatory matters.
- F. Monitoring & Internal Coordination
- Maintain zone-level compliance dashboards, obligation trackers, and MIS; provide monthly status reports and immediate escalation of critical risks to the reporting manager and Function Head.
- Work closely with Plant Heads, Mines Heads, Environment, HR/IR, Finance/Taxation, Projects, and Company Secretarial teams to ensure a single, coordinated Corporate Affairs position on all external engagements.
- Provide inputs for Board/leadership notes, functional strategy documents, and integration workstreams for new units/acquisitions falling within the zone.

4. Key Interfaces

- Internal: Head – Corporate Affairs and Corporate Affairs team; Plant/Unit Heads and Mines Heads in Rajasthan and Haryana; Environment & Sustainability; HR/IR; Legal; Finance & Taxation; Projects; Procurement/Logistics.
- External: RSPCB,



HSPCB and Regional Offices; DMG Rajasthan / SME / Mining Engineers; Industries Departments & DICs (Rajasthan, Haryana); District administration and revenue authorities; DISH/Labour Departments; Discoms/transmission utilities; MoEFCC/IBM/Ministry of Mines and other Central bodies (Delhi); industry associations and consultants.

5. Key Performance Indicators

- Zero unresolved critical non-compliances; 100% on-time statutory renewals, returns, and condition-compliance submissions for the zone.
- Timeliness and quality of replies to regulatory queries/notices (no deemed lapses or adverse orders attributable to delayed response).
- Incentive claims filed on time and disbursements realised as per plan; accurate tracking of entitlements against sanctioned caps.
- Quality and timeliness of regulatory intelligence — early warning on policy/judicial developments with assessed business impact.
- Completeness of compliance trackers, MIS, and correspondence records; audit-ready documentation at all times.
- Stakeholder feedback from plant/mine leadership and the Function Head on responsiveness and coordination.

6. Qualifications & Experience

- Graduate degree required; preference for Law (LL.B.), Company Secretary, Environmental Science/Engineering, Mining, or Public Policy backgrounds. A postgraduate qualification (LL.M./MBA/PG Diploma in relevant field) is desirable.
- 6–10 years of relevant experience in Corporate Affairs, Regulatory Affairs, Liaison, or Compliance roles — preferably in cement, mining, steel, power, or other core/process industries with plant and mining exposure.
- Demonstrated experience of working with State Government departments and Pollution Control Boards in Rajasthan and/or Haryana is strongly preferred.
- Working knowledge of environmental laws (EP Act, Air/Water Acts, EIA Notification), MMDR framework, Labour Codes, and State industrial incentive schemes.
- Proficiency in Hindi and English (written and spoken) is essential; ability to read and interpret Government notifications, gazettes, and legal documents.
- Willingness to travel extensively within Rajasthan and Haryana, and to Delhi as required.
