Job Summary
The Asisstant Manager Human Resources is responsible for planning, implementing, and monitoring all HR functions of the Medical College & Hospital, including recruitment, onboarding, employee relations, performance management, payroll coordination, statutory compliance, training & development, disciplinary procedures, HR policy implementation, and maintaining harmonious industrial relations. The position ensures compliance with healthcare regulations, labor laws, and institutional policies while supporting the organization's strategic objectives.
Key Responsibilities
1. Recruitment & Selection
- Plan and execute recruitment for teaching, non-teaching, nursing, technical, administrative, and contractual staff.
- Coordinate manpower planning with department heads.
- Conduct interviews, salary negotiations, and employee selection.
- Ensure timely joining and induction of recent employees.
- Maintain recruitment records and talent database.
2. Employee Onboarding & Documentation
- Complete joining formalities and employee documentation.
- Issue appointment letters, contracts, ID cards, and HR policies.
- Maintain personal files and digital employee records.
- Conduct employee orientation and induction programs.
3. Performance Management
- Develop and monitor Performance Appraisal Systems.
- Coordinate probation confirmation and annual performance reviews.
- Assist department heads in employee evaluation.
- Recommend promotions, increments, transfers, and confirmations.
4. Attendance, Leave & Payroll
- Monitor attendance and leave management.
- Verify attendance records for payroll processing.
- Coordinate with Finance for salary processing.
- Ensure compliance with leave policies.
5. HR Policies & Compliance
- Implement HR policies and standard operating procedures.
- Ensure compliance with labor laws and statutory regulations.
- Coordinate statutory inspections and audits.
- Maintain employee records as per legal requirements.
6. Employee Relations
- Handle employee grievances and disciplinary matters.
- Conduct counseling sessions where required.
- Promote positive employee engagement.
- Resolve workplace conflicts professionally.
7. Disciplinary & Legal Matters
- Issue warning letters, show cause notices, charge sheets, suspension, and termination letters.
- Conduct domestic inquiries when required.
- Ensure disciplinary actions comply with legal provisions.
- Coordinate with legal authorities regarding employment matters.
8. Training & Development
- Identify training needs.
- Prepare annual training calendar.
- Organize induction, technical, behavioral, and statutory training programs.
- Maintain training records and evaluate effectiveness.
9. HR Compliance
- Ensure compliance with:
- Labor Laws
- EPF
- ESI
- Gratuity
- Bonus
- Minimum Wages
- Contract Labour Regulations
- Shops & Establishment Act (where applicable)
10. Medical College Regulatory Compliance
- Maintain HR records required for inspections.
- Coordinate manpower documentation for statutory and regulatory inspections.
- Ensure faculty and staff documentation is complete and updated.
- Support administration during accreditation and regulatory visits.
11. HR MIS & Reporting
- Prepare monthly HR reports including:
- Manpower Report
- Recruitment Status
- Attrition Report
- Attendance Report
- Leave Report
- Vacancy Report
- Training Report
- Performance Review Status
- Present HR analytics to management.

Budget & Cost Control
- Prepare HR departmental budget.
- Monitor recruitment and training expenses.
- Optimize manpower utilization.
- Recommend cost-saving initiatives.
13. Administration Support
- Coordinate with Administration regarding accommodation, transport, housekeeping, security, and employee welfare activities.
- Support institutional events and official functions.
- Participate in policy formulation and organizational development initiatives.

Qualification
- MBA in Human Resource Management / PGDM (HR)
- Master's Degree in Human Resource Management, Personnel Management, or equivalent from a recognized university.
Experience
- Minimum 8–10 years of HR experience.
- At least 5 years in asstt. managerial role.
- Experience in a Medical College & Hospital or large healthcare institution is preferred.
- Experience handling recruitment of faculty, clinicians, nursing, technical, and administrative staff.
