Function: Treasury Operational Risk Management

Reports to: DVP, Market Risk (Treasury Ops Risk in-charge)

Functions:

Reporting to DVP - Market Risk (in charge of Operational risk management for Treasury), this manager will act as the second line of defense for risk management for treasury functions (with span covering Front, Middle & Back Offices), provide independent risk oversight and will be responsible for establishing, coordinating, challenging and enhancing the operational risk management framework across treasury products, processes & systems. This manager will collaborate with DVP-Market Risk in the identification, assessment, monitoring and mitigation of operational risk arising from people, process, system, data, vendor and external-event failures that can impact treasury functions.

- Review of all existing & newly proposed Treasury Products, Processes & systems (Front, Middle and Back-office): Challenge the existing/proposed risk-controls framework, identify weaknesses and recommend appropriate & effective controls to strengthen framework for Operational risk mitigation. Highlight inadequately mitigated risks & control-gaps to senior management in Risk, Treasury respective committees for Ops Risk Management. Follow-up to ensure implementation.
- Monitor adherence of Treasury units to Operational Risk Appetite
- Critically review Risk Control Self-Assessment (RCSA) prepared by Treasury units and ensure correct assessment of risk. Ensure comprehensive coverage of all treasury functions in RCSA. Ensure emerging risks, control changes, incidents and audit observations are correctly incorporated. Maintain RCSA libraries and ensure timely periodic review.
- Review Control testing results provided by Treasury units & evaluate effectiveness of controls. Perform sample control testing for limited set of risks periodically.



Agree on remediation with stakeholders if controls are deficient.
- Critically analyze Unusual Events/incidents, evaluate & challenge root-cause-analyses (RCA). Engage with all teams (Front, Middle, Back Office, Technology, Finance, etc), personally review evidence and independently assess RCA provided by the business/operations/technology teams. Ensure that the lessons learned are translated into practical control enhancements or process re-design. Follow-up on remediation plans and ensure timely closure.
- Develop, monitor and analyze Key Risk Indicators (KRIs) for Treasury Operational Risk.
- Prepare periodic Dashboards, Trend analysis and Heat Maps for reporting to senior management - showing inherent risk, control effectiveness, residual risk, incident patterns, and concentration of vulnerabilities.
- Conduct Thematic reviews for in-depth analysis and mitigation of major operational risks in Treasury.
- Conduct research on relevant external operational risk events and ensure that relevant controls are placed to prevent similar weaknesses in the treasury framework.
- Organize meetings of the Operational Risk Executive Committee at the required credence, structure the agenda, drive decisions, manage governance, minutes and follow-up.
- Collaborate in presentations to Senior Management & Board Committees.
- Liaise with Audit teams and Regulators on all matters pertaining to Operational Risk Management. Drive timely closure of observations, root cause analysis and sustainable remediation of control gaps.
- Ensure Operational Risk Management in Treasury is in compliance with the Banks policies and RBI regulations.

Qualifications & Experience required:

- Postgraduate degree in Degree in Business/Finance, Risk Management / CA / FRM / PRM
- 5–8 years of experience in Operational Risk management or Market Risk Management or Audit or Process Excellence or Treasury Change Management.
- Solid understanding of Treasury products, market infrastructure and trade lifecycles.
