The Associate Lead Project Constructions is responsible for the overall construction execution strategy, site operations governance, HSE compliance, and quality assurance across all school building project sites. This role provides technical and operational leadership to the Regional Manager Construction, ensures that construction activities align with the approved schedule and quality standards, and manages client/PMC interface at the site execution level. For school building projects, the role carries a specific obligation to plan construction sequencing that minimizes disruption to school operations during brownfield and revamp works.
Construction Execution Governance
- Establish the construction execution strategy, work sequencing, and site methodology for each school project tailored for greenfield, brownfield, and revamp project types.
- Review and approve Method Statements, Risk Assessments, and construction procedures for all major activities: excavation, foundation works, RCC frames, masonry, roofing, MEP, and finishing.
- Conduct site visits to all active project sites to assess physical progress, quality, HSE compliance, and subcontractor performance.
- Review and approve 4-week Look-Ahead schedules submitted by the Regional Manager Construction and align with the overall project master schedule.
- Develop brownfield and revamp construction phasing plans that protect school operations: weekend working strategies, academic holiday windows, dust/noise mitigation, and temporary access planning.
- Resolve technical construction challenges — geotechnical issues, design-site conflicts,
structural and MEP coordination clashes — with support from the design team.
Resource Planning & Subcontractor Management
- Plan and approve the subcontracting strategy for each project: determine packages for civil, structural, MEP, finishing, external development, and specialized school works (science labs, libraries, AV rooms, sports infra etc.).
- Evaluate subcontractor performance across the portfolio: conduct quarterly performance reviews against schedule, quality, HSE, and compliance benchmarks.
- Issue formal performance improvement directives, back-charge instructions, and acceleration orders to underperforming subcontractors.
- Build and maintain a pool of school-building-specialized subcontractors and labour contractors across regions.
- Plan plant and equipment deployment: tower cranes, concrete pumps, scaffolding, hoists — across projects to optimize utilization.
Quality Assurance
- Define the project Quality Assurance Plan (QAP) and Inspection & Test Plan (ITP) for each school project in coordination with the design and construction teams.
- Review Non-Conformance Reports (NCRs) issued by the Regional Manager or PMC — ensure root cause analysis and effective corrective actions are implemented.
- Ensure school-specific quality requirements are met:
classroom acoustic standards, sanitation facility compliance, structural safety for multi-storey school buildings, and fire compartmentalization.
- Authorize pre-handover snag walkthroughs and certify that all defects have been rectified before building handover to the institution.
Maintain quality records: inspection reports, test certificates, material approvals, and structural audit reports for all projects.
HSE Leadership
- Lead HSE governance across all school project sites — enforce compliance with the BOCW Act, IS 18001 / ISO 45001, and the project HSE Plan.
- Conduct HSE audits of all active sites at least once per quarter; review and close audit findings with the Regional Manager – Construction.
- Personally review all Lost Time Injury (LTI) and near-miss investigations; ensure systemic corrective actions prevent recurrence.
- Enforce special safety protocols for brownfield and revamp projects: segregation of construction zones from occupied school areas, dust screen barriers, separate vehicular access, and noise curfews during school hours.
Client & PMC Coordination
- Conduct monthly site review meetings for construction performance and quality.
- Manage formal site instructions, Architect's Instructions, and PMC directives at the construction execution level.
- Coordinate authority inspections: structural safety officers, fire department site visits, and local building inspectors.
- Track and respond to school authority for snagging lists — coordinate rectification and obtain formal clearance.
