Position Summary

We are looking for an experienced General Manager Bid Management to lead our government bid management function. The ideal candidate should have strong expertise in Government tendering, bid strategy, presales, and proposal management for large-scale EPC, design-build, experiential, or infrastructure projects. The role requires deep knowledge of Government procurement processes and the ability to manage complex, high-value bids from opportunity identification through submission.

Key Responsibilities

- Lead end-to-end bid management for Central and State Government tenders.
- Develop bid strategies aligned with business objectives and client requirements.
- Manage the complete tender lifecycle, including EOI, RFP, RFQ, and GeM opportunities.
- Coordinate with cross-functional teams including Design, Engineering, Commercial, Finance, Legal, Procurement, and Project Management.
- Review tender documents, eligibility criteria, technical specifications, BOQs, and commercial terms.
- Prepare high-quality technical and commercial proposals, presentations, compliance documents, and bid submissions.
- Drive presales activities, including solution development, estimation, costing and proposal planning.
- Build strong relationships with Government departments, consultants,



architects and ecosystem partners.
- Identify project risks, contractual obligations, and mitigation strategies before bid submission.
- Lead bid review meetings and ensure timely submission of compliant and competitive proposals.
- Mentor and manage the Bid Management and Presales team to improve efficiency and win rates.

Required Skills

- Must be B tech (Civil preferred) with minimum 8+ years of experience in Government Tendering, Bid Management, and Presales.
- Strong understanding of Government procurement processes, GFR, GeM, CPP Portal and e-tendering platforms with should be aware of proactive bid, QCBS Tender.
- Proven experience managing large-value Government RFPs and infrastructure bids.
- Excellent knowledge of technical proposal writing, commercial evaluation, costing and compliance.
- Strong stakeholder management and cross-functional leadership skills.
- Excellent communication, presentation, negotiation, and analytical abilities.
- Ability to work under strict timelines and manage multiple bids simultaneously.
- Proficiency in Microsoft Office, Excel, PowerPoint, and tender management tools.
