Job Description
IPE Global seeks an experienced Monitoring, Evaluation and Learning (MEL) Expert to lead the monitoring, analytics, learning, and evidence generation for a Digital Governance and Social Protection programme.
The role will establish an integrated monitoring and learning system that tracks household-level progress from identification and validation through entitlement linkage, benefit receipt, grievance resolution, and sustained income security. The position will strengthen programme performance through real-time dashboards, decision-support systems, data quality assurance, implementation research, and evidence generation to inform adaptive management and future scale-up.
The selected candidate will be awarded one-year fixed-term contract, renewable based on project performance, funding availability, and organisational requirements.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Monitoring, Evaluation and Learning
- Design and operationalise the programme MEL framework, results framework, indicators, and reporting systems.
- Develop monitoring protocols for household listing, validation, entitlement mapping, benefit delivery, grievance redressal, and graduation outcomes.
- Establish systems for routine data quality assessment, verification, and performance monitoring.
- Lead periodic reviews of programme progress, implementation quality, and operational performance.
Data Analytics and Decision Support
- Lead development of dashboards, scorecards, and analytical products to support decision-making at district and state level.
- Analyse entitlement gaps, scheme coverage, exclusion errors,
service delivery bottlenecks, and household progression.
- Generate actionable insights to improve programme implementation.
- Support refinement of vulnerability scoring, prioritisation models, and decision-support tools.
- Document implementation lessons, innovations, and best practices.
- Produce analytical reports, policy briefs, presentations, and knowledge products.
Capacity Building
- Build monitoring and data use capacities of state and district programme teams.
- Develop standard operating procedures, reporting templates, and monitoring tools.
- Conduct periodic training on data quality, analysis, and evidence-based decision making.
Qualification, Skills Experience
- Master's degree Statistics, Economics, Public Policy, Data Science, Development Studies, or a related discipline.
- Minimum 8-10 years of experience in monitoring and evaluation of large government or development programmes.
- Experience working with digital platforms, MIS, dashboards, and decision-support systems.
- Solid analytical and quantitative skills.
- Experience in social protection, livelihoods, poverty reduction, or governance programmes preferred.
- Proficiency in Power BI, Tableau, Excel, SPSS or similar analytics platforms is desirable.
- Excellent report writing and presentation skills
