Role Purpose

To provide technical, advisory and coordination support for effective adoption, implementation, and enforcement of the Energy Conservation Building Code (ECBC / ECBC 2017) and EcoNiwas Samhita (ENS) in the State, including integration into building regulations, capacity building of stakeholders, and projectlevel technical assistance.

Key Responsibilities

1. Policy, Codes and Regulations

- Support the actities in adopting and amending ECBC/ENS to suit local conditions, and in preparing notifications, rules and guidelines as required under the Energy Conservation Act.
- Draft and review ECBC Rules, amendments to GDCR/building byelaws, and model ECBC compliance provisions for ULBs and development authorities.
- Provide technical inputs on alignment of ECBC with other building regulations (NBC, local DCR, green building incentives, etc.).
- Design and support ECBC compliance mechanisms (forms, checklists, workflows, documentation templates) for use by ULBs, development authorities, PWD and other approving agencies.
- Use building energy simulation tools (e.g., eQuest) to perform tradeoff/performancebased compliance, optimisation studies, and demonstration projects where required.
- Prepare technical reports, case studies and bestpractice notes demonstrating costeffective ECBCcompliant solutions for typical state building typologies.
- Plan and deliver training and awareness programmes for architects, engineers, builders, ULB staff, empanelled energy auditors (Buildings), and other stakeholders on ECBC/ENS and related tools.
- Act as the technical coordination point between SDA, UDD, PWD,



ULBs and other state agencies for all ECBC matters.
- Prepare periodic progress reports to SDA/BEE on ECBC implementation, including barriers, success stories and recommendations.

Qualifications & Experience

Essential

- Bachelors degree in Engineering (Electrical / Mechanical / Civil / Architectural Engineering) or Architecture from a recognised university.
- Minimum 6 years of relevant experience (Excluding Internship) in building design, building services, energy efficiency, green buildings, or related fields, including projectlevel work.
- Working knowledge of ECBC 2017 / ENS, building byelaws, and building systems (envelope, HVAC, lighting, electrical).
- Handson experience with eQuest, and good proficiency in Excelbased calculations.
- Speaking Proficiency of Tamil is required.

Desirable

- Postgraduate degree in Energy / Building Science / Sustainability.
- Professional credentials such as GRIHA CP/Evaluator, LEED AP, IGBC AP, or equivalent national/international certification in green buildings / energy efficiency.
- Experience working with government agencies, ULBs or SDAs, and familiarity with publicsector procedures (tenders, DPRs, government reporting).

Skills & Competencies

- Strong technical understanding of building energy efficiency, ECBC provisions, and relevant IS/NBC/BIS standards.
- Analytical skills for energy performance evaluation, technoeconomic assessment and policy analysis.
- Good written and verbal communication skills in English
- Ability to coordinate with multiple departments and stakeholders, and to provide transparent, practical guidance.
- High standards of professional integrity, documentation, and reporting.
