Role & responsibilities

CAPEX Purchase Manager will be responsible for managing the end-to-end procurement of capital equipment, project materials, engineering items, and technical services required for plant expansion, modernization, capacity enhancement, and maintenance projects. The role requires extensive knowledge of mechanical, electrical, instrumentation, refractory, structural, and industrial consumable materials used in sponge iron plants, induction furnaces, steel melting shops (SMS), rolling mills, and TMT manufacturing operations.

The incumbent will ensure timely procurement of quality materials and equipment at optimum cost while maintaining compliance with company procurement policies and project timelines.

Capital Procurement Management

- Manage procurement activities related to plant expansion, brownfield and greenfield projects.
- Source and procure capital equipment, machinery, spare parts, and project-related materials.
- Prepare and execute procurement plans aligned with project schedules.
- Coordinate with Project, Engineering, Production, Maintenance, and Finance teams for procurement requirements.
- Monitor procurement milestones to ensure timely project execution.

Technical Procurement

- Review technical specifications, drawings, BOQs, and tender documents.
- Evaluate techno-commercial offers from vendors.
- Conduct vendor negotiations to achieve cost optimization and favorable commercial terms.
- Finalize purchase orders, contracts, and service agreements.
- Ensure compliance with technical specifications and project requirements.

Vendor Development & Management

- Identify and develop reliable vendors for steel industry-specific equipment and materials.
- Conduct vendor assessments and performance evaluations.
- Build strategic partnerships with OEMs and specialized suppliers.
- Maintain a robust vendor database for critical plant equipment and consumables.




- Negotiate annual rate contracts and long-term supply agreements.

Cost Optimization

- Drive value engineering and cost reduction initiatives.
- Conduct market intelligence and benchmarking exercises.
- Identify alternative sourcing opportunities without compromising quality.
- Monitor commodity price trends impacting procurement costs.

Project Coordination

- Coordinate with logistics teams for timely delivery of equipment.
- Track manufacturing progress and dispatch schedules.
- Resolve procurement-related project bottlenecks.
- Ensure timely closure of procurement activities.

Contract Management

- Draft and administer procurement contracts.
- Monitor contract compliance and vendor obligations.
- Handle commercial disputes and claim settlements.
- Ensure adherence to company procurement policies and governance standards.

Inventory & Spare Management

- Support critical spare parts planning for plant equipment.
- Monitor inventory levels of project and shutdown materials.
- Minimize excess inventory while ensuring material availability.

Compliance & Documentation

- Ensure compliance with statutory and company procurement procedures.
- Maintain procurement records and audit documentation.
- Support internal and external audits.
- Generate procurement MIS reports and project procurement dashboards.
