ROLE OBJECTIVE: Project Procurement shall oversee and define the entire procurement and contracting strategy for CAPEX projects, plant expansion initiatives, and other project-related procurements. This includes driving excellence in vendor management, ensuring cost efficiency, timely project execution, supply chain reliability, long-term procurement optimization, and logistics while fostering a culture of innovation and collaboration across diverse business units.

KEY RESPONSIBILITIES

CAPEX(Project) Procurement ownership: Define and implement category strategies for CAPEX spend including plant & machinery, EPC, utilities, and Maintenance CAPEX. Lead procurement activities for major equipment and critical packages for large-scale projects such as blast furnaces, rolling mills, and process lines. Drive global sourcing strategies and supplier consolidation for total cost savings.

Project Procurement Management: Own the end-to-end procurement lifecycle for CAPEX projects and Maintenance CAPEX, including RFQ/RFP preparation, commercial evaluation, price negotiation through reverse auction, and order finalization in line with DOA. Ensure alignment with project timelines, engineering specifications, and commissioning plans.

EPC & Contract Management: Lead sourcing and management of EPC/turnkey contractors. Draft and negotiate complex contracts covering price, milestones, LD clauses, warranties, and payment structures including advance, ABG, and retention. Mitigate contractual and commercial risks effectively.

Vendor Strategy & Development: Develop and manage relationships with global OEMs,



EPC contractors, and specialized engineering suppliers. Drive vendor qualification, audits, and performance improvement programs to ensure reliable delivery and execution.

Cost Optimization & Value Engineering: Drive a Total Cost of Ownership (TCO) approach and identify cost-saving opportunities through alternate sourcing, indigenisation, and negotiation strategies. Support CAPEX budgeting with accurate budgetary offers and value engineering inputs.

Stakeholder & Cross-functional Leadership: Act as a key interface between Projects/Engineering, Operations & Maintenance, Finance, Legal, and middle management teams. Influence decision-making and ensure alignment across all project stakeholders.

Execution, Expediting & Governance: Monitor procurement schedules, manufacturing progress, and deliveries to ensure timely installation and commissioning of equipment. Ensure compliance with procurement policies, statutory norms, and ethical sourcing practices while maintaining audit readiness.

KEY CHALLENGES

Managing Project Procurement Risks: Ensure timely procurement of critical equipment, materials, and services in an environment characterized by fluctuating prices, long-lead items, contractor dependencies, and supply chain disruptions, while maintaining project schedules and budgets.

Project Execution & Procurement Efficiency: Optimize procurement and contracting processes to minimize delays, accelerate procurement cycle times, enhance stakeholder coordination, and improve resource utilization through effective planning, digital tools, and process standardization.

QUALIFICATION & EXPERIENCE

B.E./B.Tech (Mechanical / Metallurgical / Electrical knowledge preferred) MBA / PGDM in Supply Chain / Operations (preferred). Minimum 13–20 years of experience in procurement, project procurement, contracting, and supply chain management, with 5+ years in a leadership role. 6–8 years of expertise in steel, metals, mining, manufacturing, or large industrial project procurement.

Proven expertise in Project Procurement(100+ Cr projects), Contract Management, and Supply Chain Management for large-scale steel plant expansion, brownfield/greenfield projects, and major CAPEX initiatives.

Strong knowledge of procurement of plant & machinery, EPC packages, project services, structural steel, electrical, mechanical, and infrastructure packages, along with associated logistics and supply chain management.

Domain Expertise in Iron & steelmaking (BF, BOF, EAF)
