AECOM is seeking an experienced Project Manager to lead Project Management Consultancy activities for the construction of HVDC converter stations, EHV substations and associated overhead transmission lines.

The role will be responsible for planning, coordinating and monitoring project execution on behalf of the client, ensuring that works are delivered safely, within the approved programme and budget, and in accordance with contract requirements, approved designs, quality standards and applicable regulations.

The Project Manager will act as the principal interface between the client, EPC contractors, OEMs, consultants and other project stakeholders.

Key Responsibilities

Project Planning and Delivery

- Lead project mobilization, construction planning, baseline schedule development and execution strategy.
- Manage PMC activities across pre-construction, construction, testing, commissioning and project closeout.
- Review and monitor the EPC contractor s detailed programme, milestone schedule, three-week look-ahead plans and recovery plans.
- Monitor physical progress against the approved baseline and identify potential delays or critical-path impacts.
- Review contractor mobilization, site logistics, temporary facilities, resource plans and construction methodologies.
- Coordinate constructability reviews and ensure approved engineering documents are available before execution.
- Oversee construction of:
- HVDC converter station equipment and systems
- EHV AIS/GIS substations
- Converter transformers, reactors and filter systems
- AC and DC switchyards
- Control, protection, SCADA and telecommunications systems
- Auxiliary power, earthing and lightning-protection systems
- Overhead transmission lines, towers, foundations and conductors

- Support testing, pre-commissioning, energization, performance testing and handover activities.
- Ensure timely closure of punch points and completion of as-built documentation.

Contract and Commercial Management

- Administer project contracts in coordination with the client s commercial and contract teams.
- Review contractor compliance with scope, specifications, contractual milestones and deliverables.
- Assess variations, change requests, extension-of-time submissions and contractor claims.
- Monitor quantities, payment applications, Schedule of Values and progress certification.
- Review cost-to-complete forecasts, cash-flow projections and expenditure reports.
- Identify potential cost overruns and recommend mitigation or value-engineering measures.
- Maintain appropriate records to support contractual decisions and dispute avoidance.





Construction Monitoring and Coordination

- Coordinate with field supervision, engineering, planning, procurement, quality and HSE teams.
- Monitor contractor productivity, manpower deployment, plant and equipment availability.
- Conduct regular progress, interface and coordination meetings.
- Manage interfaces between converter stations, substations, transmission lines, utilities and external agencies.
- Review contractor work methods, lifting plans, installation procedures and construction sequencing.
- Escalate critical issues and recommend corrective or recovery actions.
- Support resolution of technical queries, RFIs, site instructions and design-interface issues.

Quality, Health, Safety and Environment

- Promote AECOM s commitment to safety, quality and responsible project delivery.
- Ensure construction activities comply with the approved Project Quality Plan, Inspection and Test Plans and method statements.
- Monitor compliance with project HSE plans, statutory requirements and client safety standards.
- Conduct regular site inspections, safety walks and quality surveillance.
- Review non-conformance reports, corrective-action reports and quality observations.
- Ensure that material inspections, installation checks and testing records are properly maintained.
- Support incident investigations and implementation of preventive actions.
- Promote environmental compliance and sustainable construction practices.

Risk and Programme Management

- Establish and maintain project risk, issue and opportunity registers.
- Identify schedule, cost, technical, interface, procurement and construction risks.
- Develop and monitor mitigation measures with relevant project stakeholders.
- Review contractor recovery schedules and acceleration plans.
- Provide early warning of potential delays, claims or adverse cost impacts.
- Support project governance, stage-gate reviews and management reporting.

Stakeholder and Client Management

- Serve as the primary PMC point of contact for the client.
- Lead project progress meetings with clients, EPC contractors, OEMs and consultants.
- Provide clear and timely reports on safety, progress, cost, quality, risk and key decisions.
- Prepare executive dashboards, presentations and management reports.




- Coordinate with statutory authorities, utility agencies and local stakeholders as required.
- Maintain robust professional relationships and support effective issue resolution.
- Represent the client s interests while maintaining fair and transparent contract administration.

Team Leadership

- Lead and coordinate the multidisciplinary PMC site team.
- Define team responsibilities, reporting lines and communication protocols.
- Mentor project engineers, construction managers, planners and coordinators.
- Review team performance, resource requirements and staffing levels.
- Promote collaboration, accountability and consistent project-management practices.
- Support recruitment, onboarding and development of project personnel.

Qualifications

Minimum Requirements

- Bachelor s degree in Electrical Engineering, Civil Engineering, Construction Management or a related discipline.
- Minimum 15 years of experience in major power transmission, substation or HVDC infrastructure projects.
- Demonstrable experience in the construction of HVDC converter stations, EHV substations or overhead transmission lines.
- Previous experience in PMC, Owner s Engineer, EPC or construction-management roles.
- Strong knowledge of project planning, contract administration, construction supervision and commissioning.

- Working knowledge of applicable IS, IEC, IEEE, CEA and utility standards.
- Proficiency in Primavera P6, Microsoft Project and Microsoft Office applications.
- Strong leadership, communication, reporting and stakeholder-management skills.
- Ability to work at project sites and manage multiple contractors and work fronts

Preferred Qualifications

- PMP, PRINCE2 or equivalent project-management certification.
- Skilled Engineer, Chartered Engineer or equivalent registration.
- Experience in 500 kV or higher HVDC converter-station projects.
- Experience in 400 kV, 765 kV or higher-voltage transmission systems.
- Familiarity with digital project-management and document-control platforms such as Procore, Aconex or equivalent.
- Experience with FIDIC, EPC, EPCM or similar forms of contract.
- Formal construction-safety certification such as NEBOSH, IOSH, OSHA 30 or equivalent.
