The Technical Manager serves as the primary engineering authority for facility operations, leading preventive maintenance programs, vendor management, and technical compliance across critical building systems. This role combines hands-on technical expertise with strategic planning to ensure operational excellence and minimize downtime.
Core Responsibilities
Asset & Maintenance Management
Establish and maintain comprehensive asset registers for all site equipment, ensuring accurate documentation and tracking. Develop and enforce preventive maintenance schedules for critical systems, with particular emphasis on advance planning for all maintenance activities. Implement robust change management protocols requiring two-week advance notice for planned maintenance and formal RFC (Request for Change) approval for all critical work.
Vendor & Contract Oversight
Plan and manage engineering and operational contract budgets while monitoring vendor performance against service level agreements and statutory compliance requirements. Conduct monthly and quarterly vendor reviews, ensuring contractors maintain critical spare inventories and adhere to manufacturer specifications. Provide CEM inductions to critical contractors and ensure strict adherence to site protocols and business hour restrictions.
Risk & Incident Management
Manage incidents to minimize operational impact through appropriate escalation and reporting procedures. Ensure timely closure of identified risks following corrective actions.
Coordinate emergency responses with proper RFC protocols and client approval. Conduct annual power-down procedures with comprehensive documentation, and develop contingency plans for emergency scenarios.
Technical Leadership & Planning
Provide specialist technical guidance to engineering teams and develop standard operating procedures for critical equipment. Create job descriptions and support daily functions of technical staff. Conduct periodic technical audits of installations and analyze service call trends to implement strategic improvements. Review and maintain optimal inventory levels for critical spares based on manufacturer recommendations.
Operational Excellence
Identify and implement energy conservation initiatives while ensuring maintenance practices align with manufacturer guidelines and quality standards. Prepare management reports, conduct trend analysis for service improvement opportunities, and support training needs identification for technical teams. Ensure all operational SLA reports are prepared and distributed according to specified timelines.
Required Qualifications
Education: Bachelor's degree in Engineering (Electrical or Mechanical Engineering preferred)
Experience:
8-10 years of facilities management experience with demonstrable technical expertise in mechanical, electrical, plumbing (MEP) systems, and civil maintenance
Technical Competencies:
- Comprehensive knowledge of MEP installations and maintenance best practices
- Strong understanding of preventive maintenance program development and implementation
- Proficiency in budget planning and contract management
- Experience with vendor performance management and SLA compliance
- Familiarity with change management protocols and incident response procedures
- Knowledge of energy management and conservation practices
