Purpose/Objective

To lead and drive the overall Safety, Health, and Environment (SHE) function at the power plant by establishing a strong safety culture, ensuring statutory compliance, minimizing workplace risks, preventing incidents, and promoting safe work practices across all operational and project activities.

Key Responsibilities of Role

Safety Leadership & Governance - Develop and implement site-wide safety strategies, policies, procedures, and standards in line with applicable regulations and company requirements.
- Drive a proactive safety culture by promoting behavioral safety programs and employee engagement initiatives.
- Lead and monitor implementation of safety management systems and continuous improvement initiatives.
- Act as the key advisor to Plant Head on all safety-related matters.
Statutory Compliance - Ensure compliance with Factories Act, Occupational Safety, Health & Working Conditions (OSHWC) Code, CEA regulations, State Pollution Control Board requirements, and other applicable statutory provisions.
- Liaise with government authorities, auditors, and regulatory agencies on safety matters.
- Ensure timely reporting, documentation, and closure of statutory observations.
Risk Management - Conduct Hazard Identification & Risk Assessment (HIRA) for plant operations and maintenance activities.
- Lead Job Safety Analysis (JSA), Permit to Work (PTW) audits, and critical risk management programs.
- Develop and implement mitigation measures for identified hazards.
Incident Investigation & Prevention - Lead investigations of accidents, near misses,



unsafe acts, and unsafe conditions.
- Conduct Root Cause Analysis (RCA) and ensure effective closure of corrective and preventive actions.
- Analyze safety performance trends and implement preventive measures.
Contractor Safety Management - Ensure effective implementation of contractor safety management systems.
- Evaluate contractor safety performance and compliance.
- Conduct safety induction, audits, and inspections for contractors and vendors.
Emergency Preparedness & Response - Develop and maintain Emergency Response Plans (ERP) and Disaster Management Plans.
- Organize mock drills for fire, emergency evacuation, confined space rescue, and other critical scenarios.
- Coordinate with local emergency services and authorities.
Safety Audits & Inspections - Conduct regular plant safety audits and inspections.
- Ensure implementation and closure of audit recommendations.
- Monitor compliance through leading and lagging safety indicators.
Safety Training & Competency Development - Develop annual safety training calendars and competency enhancement programs.
- Conduct safety awareness campaigns, toolbox talks, and leadership safety interactions.




- Build capability of employees and contractors on safe work practices.
Setting, Health & Sustainability - Support environmental compliance and occupational health initiatives.
- Monitor workplace health standards, industrial hygiene, and employee wellness programs.
- Promote sustainability and ESG-related safety initiatives.
Team Management - Lead, mentor, and develop the site safety team.
- Foster cross-functional collaboration with Operations, Maintenance, Projects, HR, and Security departments.
- Drive achievement of organizational safety objectives and KPIs.

Qualifications and Experience

- Bachelor's Degree in Engineering (Mechanical/Electrical/Chemical/Industrial/Fire & Safety or equivalent).
- Diploma/Advanced Diploma in Industrial Safety from a recognized institute is mandatory.
- Additional certification in Safety Management, NEBOSH, IOSH, Fire & Safety, or equivalent will be preferred.
- 18-25 years of experience in Safety, Health & Environment functions.
- Minimum 8-10 years of experience in a leadership role within Thermal Power Plants, Heavy Industries, Energy, Steel, Cement, or Process Industries.
- Proven experience in managing large-scale plant operations, shutdowns, construction, and contractor workforce safety.
