Job Description – Billing & Quantity Survey (QS) Engineer

Job Summary
The Billing & Quantity Survey Engineer is responsible for project quantity estimation, measurement verification, preparation and certification of client and subcontractor bills, cost control, variation management, and maintaining project commercial records. The role ensures accurate billing, contract compliance, and effective monitoring of project costs throughout the project lifecycle.
Key Responsibilities
Billing Management
• Prepare and submit client RA (Running Account) bills as per contract terms.
• Verify work quantities executed at site before billing.
• Prepare final bills and account reconciliation upon project completion.
• Coordinate with clients, consultants, and project teams for bill certification.
• Track billing status, certifications, and payment collections.
• Maintain billing records, invoices, and supporting documents.
Quantity Surveying
• Take off quantities from drawings and specifications.
• Prepare BOQs (Bills of Quantities) for tendering and project execution.
• Verify quantities executed by subcontractors and vendors.
• Conduct quantity reconciliation and material consumption analysis.
• Monitor project quantities against approved BOQ and budgets.
• Prepare quantity variation statements and deviation reports.
Cost Control & Commercial Management
• Monitor project costs and identify cost-saving opportunities.
• Prepare cost comparison statements and budget tracking reports.
• Analyze project expenditures against approved budgets.
• Assist in preparation of project cash flow forecasts.
• Maintain records of extra items, variations, and change orders.
Contract Management
• Review contract conditions related to billing and payments.
• Prepare and submit variation claims and supporting documentation.
• Track contractual milestones and payment terms.
• Assist in resolving quantity and billing-related disputes.
Coordination & Documentation
• Coordinate with site engineers, planning engineers, procurement teams, and contractors.
• Maintain measurement books (MB), quantity records, and billing registers.
• Prepare weekly and monthly commercial progress reports.
• Ensure compliance with company procedures and client requirements.
Required Qualifications
• Bachelor’s Degree/Diploma in Civil Engineering.
• Certification in Quantity Surveying (preferred).
• Knowledge of construction contracts and billing procedures.
Experience
• 2–8 years of experience in billing and quantity surveying for civil, interior fit-out, or turnkey projects.
• Experience in handling commercial aspects of residential, commercial, industrial, or interior projects.
Technical Skills
• Quantity take-off and BOQ preparation.
• Client and subcontractor billing.
• Rate analysis and cost estimation.
• Contract administration and variation management.
• Project cost control and budget monitoring.
• Proficiency in AutoCAD, MS Excel, MS Project, and ERP systems.
• Knowledge of measurement standards and construction practices.
