Job Purpose (Both Onsite / Offshore)

The Data Governance Lead is a senior advisory role central to the delivery of governance-specific outputs and will be the primary author of the operating model, classification framework, minimum standards, control assessment, and risk register.

Job Description / Duties and Responsibilities

- Lead the design and implementation of end-to-end Data Governance, starting with defining an Operating Model tailored to customer-specific organizational structures, including role definitions (Data Owner, Data Steward, System Owner, Data Custodian), decision rights, governance forums, RACI mappings, and embedment guidance.
- Develop the Data Classification Model, including tier definitions, handling rules, and a practical classification decision guide applicable across client systems and vendor relationships.
- Author the Minimum Data Standards Pack, covering ownership, classification, integration, audit logging, retention, privacy, and vendor management standards, with measurable compliance criteria for each.
- Conduct and document the Current-State Control Assessment across seven control domains (Discover Catalog, Lineage, Data/App, Access Management, Audit Logging, Data Protection,



Retention and Lifecycle, Privacy Controls) for each priority system, applying a defined maturity scale and documenting evidence gaps explicitly.
- Populate and maintain the Data Risk Register, translating control and architectural gaps into business risks with likelihood and impact ratings, indicative ownership, and recommended remediation actions.
- Support the Data Architect in developing the Governance sections of the Architecture Baseline, including standard patterns to integrate with data governance platforms.
- Contribute governance design inputs to the Uplift Roadmap, including sequencing of governance initiatives.
- Drive governance-related stakeholder workshops and walkthroughs with data owners, IT leads, compliance, and operational stakeholders.
- Support the Executive Playback session, presenting governance findings and recommendations to leadership.
- Adhere to the Information Security Management policies and procedures.

Job Specification / Skills and Competencies
- Minimum 8 years of experience in Data Governance, Data Management, or Information Management roles, with at least 3 years in a senior advisory or lead capacity.




- Demonstrated experience designing and implementing end-to-end Data Governance in complex, multi-system enterprise environments.
- Solid knowledge of data classification frameworks, privacy obligations (including country-specific Privacy Principles), and data lifecycle management.
- Experience conducting control and risk assessments for data environments, including vendor-managed platforms and SaaS systems.
- Familiarity with regulated industries experience in transport, utilities, rail, government, or similar safety-critical environments is strongly preferred.
- Experience working with vendor-managed data platforms and assessing governance obligations within third-party contracts.
- Strong written communication skills with the ability to produce board-ready, executive-quality deliverables independently.
- Proficiency with data governance frameworks such as DAMA-DMBOK, DCAM, or equivalent.

Desirable Skills
- Exposure to AI governance considerations, including acceptable use, data reuse for AI, human oversight expectations, and vendor AI assurance.
- Experience in engagements involving physical access control systems, workforce competency data, or identity and medical data in a regulated context.
- Familiarity with systems such as ServiceNow, Acorn LMS, or similar enterprise platforms.
