Role & responsibilities
A. Coal Procurement & Fuel Security
- Lead allocation, procurement, and administration of coal under Linkage, SHAKTI, FSA, Auction, and other coal supply arrangements.
- Coordinate with MCL, CIL, Ministry of Coal, and other stakeholders for uninterrupted coal availability.
- Monitor linkage utilization, ACQ management, RDO issuance, and coal value payments.
- Evaluate mine-wise coal economics, landed fuel cost, transportation cost, and delivered energy cost.
- Recommend coal source optimization to minimize fuel cost while maintaining generation reliability.
B. Coal Quality Management
- Monitor mine-wise coal quality, GCV trends, grade slippage, and sampling outcomes.
- Develop quality improvement and mine-selection strategies based on laboratory and rapid sample results.
- Coordinate with plant, laboratory, and field teams regarding coal quality disputes and corrective action.
- Analyse coal quality performance and recommend suspension, continuation, or prioritization of lifting from specific mines.
- Drive implementation of quality assurance processes including third-party sampling and audit mechanisms.
C. Regulatory Affairs & Government Liaison
- Engage with Ministry of Coal, Ministry of Power, CEA, Coal India subsidiaries, and other regulatory bodies.
- Interpret and monitor policy developments affecting fuel supply, power markets, coal allocation, and mining operations.
- Prepare regulatory submissions, policy recommendations, representations, and stakeholder consultation responses.
- Advocate company positions through industry forums and associations such as DCPPA and APP.
- Track emerging regulatory opportunities and risks impacting generation business economics.
D. Commercial & Power Business Support
- Support power sales and commercial teams by providing fuel availability assessments and coal cost projections.
- Evaluate feasibility of participation in state and central power procurement tenders.
- Develop coal cost models and variable cost estimates for bidding activities.
- Assess linkage adequacy against existing and future PPAs.
- Support optimization of coal utilization for merchant, exchange, and contracted power sales.
E. Stakeholder & Contract Management
- Manage interactions with coal companies, transporters, regulators, consultants, and government agencies.
- Review and negotiate coal-related contracts, FSAs, amendments, and commercial arrangements.
- Drive resolution of coal refunds, EMD recoveries, dispute settlements, and contractual issues.
H. Reporting & Management Support
- Prepare management notes, strategic papers, board-level presentations, and decision-support documents.
- Lead fortnightly and monthly coal reviews, action tracking, and business performance monitoring.
- Provide recommendations to senior leadership regarding coal strategy, risk management, and regulatory developments.
Develop dashboards, KPIs, and operational reviews for coal and fuel management
Preferred candidate profile
The role requires a commercially astute, digitally proficient, and highly hands-on professional who can independently manage coal procurement, commercial activities, and strategic project assignments. The incumbent should possess robust industry relationships, be comfortable operating in ambiguous environments, and demonstrate the ability to execute assignments with minimal reliance on team support. The ideal candidate is a self-driven individual contributor with a strong ownership mindset, capable of managing both operational and strategic responsibilities from conceptualization through execution.
