Job Summary

We are seeking a detail-oriented and proactive Proposal Writer to support and manage the development of high-quality proposals for U.S. Federal opportunities. The ideal candidate will have experience in proposal writing, proposal coordination, compliance management, and content development, with the ability to contribute across the entire proposal lifecycle. Depending on experience, the individual will independently lead proposal activities or support senior proposal managers in delivering compliant and compelling submissions.

Key Responsibilities

- Support and manage the end-to-end proposal development lifecycle for U.S. Federal opportunities, from solicitation release through final submission.
- Analyze RFPs, RFQs, RFIs, and other solicitation documents to identify proposal requirements, compliance needs, and evaluation criteria.
- Develop and maintain compliance matrices, proposal outlines, schedules, and submission plans.
- Research federal opportunities, customer requirements, competitors, market trends, and agency priorities.
- Draft, edit, and refine proposal content, including technical, management, and corporate sections, ensuring clarity, consistency, and compliance.
- Coordinate with internal stakeholders, subject matter experts, partners, and business development teams to gather proposal inputs.
- Maintain and update proposal assets, including past performance records, staff resumes, capability statements, boilerplate content, templates, and reusable content libraries.
- Conduct compliance reviews, quality reviews,



and support color team review activities to ensure proposal readiness.
- Manage proposal timelines, deliverables, risks, and action items to ensure timely submission.
- Support proposal formatting, editing, production, and final submission activities.
- Assist with teaming arrangements and partner coordination for strategic pursuits.
- Continuously improve proposal processes, repositories, templates, and best practices to enhance proposal quality and efficiency.

Required Qualifications

- 2 to 7 years of experience in proposal writing, proposal management, business development support, or federal proposal development.
- Strong writing, editing, proofreading, and research skills.
- Excellent understanding of proposal development processes and document management.
- Experience analyzing RFPs and supporting proposal compliance activities.
- Proficiency in Microsoft Office Suite, including Word, Excel, and PowerPoint.
- Robust organizational, project management, and time management skills with the ability to manage multiple priorities and deadlines.
- Excellent verbal and written communication skills with strong attention to detail.

Preferred Qualifications

- Experience supporting or managing U.S. Federal proposals.
- Familiarity with U.S. Federal procurement processes, FAR-based solicitations, and government contracting terminology.
- Experience creating compliance matrices, proposal schedules, and review plans.
- Exposure to IT services, cloud, cybersecurity, digital transformation, or professional services proposals.
- Familiarity with government contracting vehicles, teaming arrangements, and strategic pursuits.
- Ability to work independently while collaborating effectively with cross-functional teams in a fast-paced proposal environment.
