Role Overview

We are seeking an experienced Technical Program Delivery Manager to lead the successful delivery of large-scale, complex technology programs across infrastructure, cloud, enterprise applications, digital transformation, and managed services. The role requires a strategic leader with a strong technical foundation, exceptional program management capabilities, and the ability to drive cross-functional execution across global teams.

The ideal candidate will manage multiple concurrent initiatives, align technology delivery with business objectives, govern budgets and risks, oversee vendor performance, and ensure successful realization of business outcomes. This role demands executive stakeholder engagement, technical acumen, and the ability to lead large, geographically distributed teams.

Key Responsibilities

Program Leadership

- Lead end-to-end delivery of complex technology programs from initiation through transition to operations.
- Develop program strategies, execution roadmaps, governance frameworks, and delivery plans aligned with business priorities.
- Manage multiple interdependent projects while ensuring schedule, scope, quality, budget, and benefits realization.
- Establish program governance, steering committee cadence, and executive reporting mechanisms.

Technical Delivery

- Collaborate with Enterprise Architects, Engineering Leads, Infrastructure Teams, and Product Owners to ensure technically sound and scalable solutions.
- Drive cloud transformation, infrastructure modernization, enterprise application deployment, and platform integration initiatives.
- Manage cross-technology dependencies spanning Cloud, Infrastructure, Security, Networking, DevOps, Data Platforms, Digital Workplace, and Enterprise Applications.
- Ensure architecture, security, operational readiness, and compliance requirements are incorporated into delivery plans.

Delivery Governance

- Own integrated program schedules, milestones, dependency management, RAID registers, and executive dashboards.
- Monitor delivery performance using KPIs, milestones, financial metrics, and quality indicators.
- Conduct regular governance reviews, program health assessments, and executive status reporting.
- Lead program recovery plans and manage escalations for complex delivery challenges.

Financial & Resource Management

- Manage program budgets, forecasting, CapEx/OpEx planning, financial tracking, and resource allocation.




- Optimize utilization across delivery teams while ensuring delivery commitments are achieved.
- Drive cost optimization and measurable business value realization.

Stakeholder Management

- Build trusted relationships with Executive Leadership, Business Sponsors, Product Teams, Technology Leaders, Security, Operations, PMO, and external partners.
- Present program health, risks, financial status, and strategic recommendations to senior leadership.
- Influence decision-making across matrix organizations without direct reporting authority.

Vendor & Partner Management

- Govern delivery by System Integrators, Managed Service Providers, Cloud Partners, and software vendors.
- Review Statements of Work (SOWs), delivery commitments, SLAs, contractual obligations, and performance metrics.
- Manage commercial discussions, issue resolution, and vendor performance reviews.

Risk & Compliance

- Proactively identify program risks, technical dependencies, security concerns, and operational impacts.
- Develop mitigation plans, contingency strategies, and executive escalation paths.
- Ensure compliance with enterprise governance, audit, regulatory, and cybersecurity requirements.

Agile & Transformation Leadership

- Lead Agile, Hybrid, or Waterfall delivery models based on program requirements.
- Coordinate Program Increment (PI) Planning, Release Planning, Scrum of Scrums, and cross-team dependency management.
- Drive continuous improvement through automation, standardization, DevOps, AI-enabled delivery, and operational excellence.

Required Qualifications

- Bachelor's degree in Computer Science, Information Technology, Engineering, or related discipline.
- 1218 years of experience in IT delivery, infrastructure, cloud, application delivery, or digital transformation.
- Minimum 5 years leading enterprise-scale technology programs with global teams.
- Proven experience managing multi-million-dollar programs across multiple business units.
- Demonstrated success in delivering complex cross-functional initiatives involving Infrastructure, Cloud, Enterprise Applications, Security, and Managed Services.
