We are looking for a passionate, driven and detail-oriented individual to join Janaagraha s Odisha State Team as Associate Manager (State Systems and Capacities). The role sits within Janaagraha s strategic partnership with the Housing and Urban Development Department (HUDD), Government of Odisha, and focuses on strengthening public financial management (PFM) systems and capacities across urban local bodies (ULBs) in the state.

The Associate Manager will support the design, deployment and adoption of digital finance systems, the roll-out of PFM reforms including grants and works management, own source revenue strengthening and alternative financing initiatives working closely with state departments, ULBs, technical partners and Janaagraha s program teams. The role reports to the Senior Manager, State Systems and Capacities, Odisha State Team and is based in Bhubaneswar, Odisha.

KEY RESPONSIBILITES

Finance Accounts (FA) Module Deployment

- Support the roll-out and adoption of the Finance and Accounts (FA) module across participating urban local bodies.
- Coordinate with software vendors, state departments and ULB finance teams during deployment.
- Assist in configuring chart of accounts, workflows and reporting structures aligned with state requirements.
- Support troubleshooting, user onboarding and capacity-building for municipal finance staff.
- Track adoption, usage and data quality to ensure the system supports accurate budgeting and accounting.
- Provide inputs for revision of the Accounting Manual.

Works and Grants Management Software Development and Deployment

- Support the design and deployment of the Works and Grants Management module to track the project lifecycle from sanction to completion.
- Assist in aligning works management workflows with budgeting, procurement and accounting systems.
- Coordinate with technical teams, engineers and municipal officials to ensure usability and relevance.
- Support pilot testing, documentation and refinements based on user feedback.
- Help ensure that project-level financial and physical progress data feeds into overall PFM reporting.

PFM Reform Roadmap and State Finance Commission (SFC) Engagement





- Support the development and implementation of a PFM reform roadmap at the state and city levels.
- Assist in analytical work related to fiscal transfers, expenditure efficiency and institutional arrangements.
- Support engagement with Central Finance Commission (CFC) and State Finance Commission (SFC) processes, including analysis of SFC reports, FC reports, HUDD budgets and recommendations.
- Prepare background notes, presentations and briefing materials for discussions with state stakeholders.
- Track reform milestones and support coordination across departments and partners.

Own Source Revenue (OSR) Strengthening

- Support diagnostic assessments of municipal own source revenue performance.
- Assist in identifying opportunities to improve revenue administration (e.g., property tax, user charges, fees).
- Support data analysis, process mapping and reform recommendations to strengthen OSR mobilisation.
- Assist ULBs and state teams in piloting selected revenue improvement measures.
- Support documentation of learnings and good practices.

Alternative Financing and Resource Mobilisation

- Support exploration of alternative financing mechanisms such as pooled finance, grants, CSR and blended finance.
- Assist in preparing concept notes, financial models and supporting documentation for financing proposals.
- Support coordination with financial institutions, donors and technical partners.
- Track evolving policy and regulatory frameworks related to municipal finance and alternative funding sources.

Cross-Cutting Responsibilities

- Support coordination across several administrative functions to enable integrated PFM reforms.
- Contribute to the preparation of reports, dashboards, presentations and knowledge products.
- Support monitoring, documentation and learning from implementation across cities and states.
- Assist in stakeholder engagement with state governments, ULBs and partner organisations.




- Ensure timely delivery of assigned workstreams with high standards of quality and accuracy.

QUALIFICATIONS AND EXPERIENCE

- A master s degree, preferably in Public Policy / Economics / Finance / Commerce / Urban Management / Development / Management or equivalent. The higher degree is preferred but can be relaxed for candidates with an exceptional track record.
- 6+ years of relevant experience in public financial management, municipal / urban finance, urban development, public systems reform, management consulting or a related field.
- Prior experience of working with governments, urban local bodies, partner management or on donor-funded programs will be a distinct advantage.
- Familiarity with municipal finance and PFM systems, digital governance platforms, or the deployment of technology systems in the public sector is desirable.

- Working knowledge of public financial management, municipal finance and urban local body systems, with the ability to adapt to differing contexts.
- Ability to support the deployment of digital / software systems and to coordinate effectively with technical vendors and government teams.
- Strong analytical skills data analysis, process mapping and synthesis of complex information into clear recommendations.
- Ability to build and manage working relationships with government officials, ULB staff, donors and partners.
- Excellent written and oral communication and presentation skills.
- Strong organisational skills and attention to detail with the ability to manage multiple workstreams and deliver quality output on time.
- Comfort with digital and data tools spreadsheets, dashboards and presentations.
