The Assistant Manager HR will drive end-to-end HR operations across the corporate office and multiple active construction sites. This role requires a balance between strategic talent acquisition, workforce mobilization, employee relations, and rigorous statutory compliance management. The ideal candidate ensures that the right technical and operational talent is deployed efficiently to meet strict project timelines while keeping organizational risk to a minimum.
Job Purpose: To lead and manage the end-to-end HR function for the organization. This is a hands-on leadership-by-execution role responsible for establishing basic HR systems, monitoring their implementation across all active construction sites and the Head Office, ensuring strict statutory compliance, and driving employee performance and development.
Key Responsibilities
1. Core Function Leadership & Policy Implementation
- System Setup: Lead the HR function by establishing, documenting, and continuously improving HR policies, systems, forms, and SOPs.
- Operations Monitoring: Monitor the day-to-day implementation of attendance tracking, payroll inputs, recruitment, performance management, and statutory compliance across all locations.
- Reporting & MIS: Prepare and review monthly HR MIS and key metrics (attrition, hiring TAT, compliance status) to identify issues and ensure corrective actions are taken.
- Management Updates: Guide and supervise the existing small HR team/site coordinators while reporting key updates directly to Management.
2. Approvals & Operational Control
- Manpower Planning: Review and recommend manpower budgets; obtain management approvals for key recruitments, promotions, disciplinary actions, and employee benefits.
- Performance & Incentives:
Manage the annual employee performance review cycle and recommend incentive and retention programs for site and corporate teams.
- Site Audits: Conduct periodic HR audits and physical site reviews to ensure absolute compliance with company policies and worker welfare guidelines.
3. Niche Recruitment & Mobilization (Hands-on)
- Technical Hiring: Lead end-to-end recruitment for critical project roles (Project Managers, Billing/Planning Engineers, HSE Officers, Civil/Structural/Mechanical Engineers).
- Site Deployment: Plan and execute swift mobilization of project staff during new infrastructure site kick-offs.
4. Statutory Compliance & Risk Management
- Labor Law Custodian: Ensure absolute statutory compliance with Indian labor laws specific to construction, including , PF, ESIC, Professional Tax, and Minimum Wages and any other laws applicable.
- Contractor Governance: Audit third-party labor contractors to ensure compliance, minimizing principal employer liability for the company.
Required Qualifications & Experience
- Education: MBA / PGDM in HR, or Master's degree in Personnel Management / Industrial Relations.
- Experience: 5 to 8 years of core HR experience. At least 2-3 years of solid experience in an EPC, Construction, or Infrastructure company is mandatory.
- Role Nature: Individual contributor mindset with the ability to manage 1-2 junior HR executives.
Key Competencies & Skills
- Execution Focus: Highly comfortable doing operational work while managing the overall department structure.
- Legal Grasp: Valuable operational knowledge of the Acts and contract labor compliances.
- Software Literacy: Practical experience handling basic HRMS, ERP systems, or advanced Excel for payroll/MIS.
- Mobility: Willingness to travel to remote construction/infrastructure project sites for verification and audits.
