Position Summary
IPE Global invites applications from qualified candidates for the position of Financial & Procurement Management Expert for a large-scale government programme.
The Financial & Procurement Management Expert will be responsible for providing strategic and operational support in financial management, budgeting, procurement planning, contract administration, and regulatory compliance. The expert will ensure efficient utilization of project resources, adherence to applicable financial and procurement regulations, and the establishment of robust financial governance and accountability mechanisms to support successful project implementation.

Key Responsibilities
Financial Management and Compliance
- Lead project budgeting, financial planning, forecasting, and expenditure monitoring to ensure efficient utilization of project funds.
- Develop and maintain financial management systems, controls, and procedures in line with applicable government regulations and project requirements.
- Monitor project expenditures against approved budgets and provide timely recommendations for corrective actions where required.
- Prepare periodic financial reports, budget utilization statements, fund flow analyses, and other financial management reports for project management and stakeholders.
- Support internal and external audits by coordinating documentation, responding to audit observations, and ensuring timely closure of audit findings.
- Ensure compliance with Government Financial Rules (GFR), State Financial Rules, donor requirements, and other applicable financial regulations and policies.
- Strengthen financial governance, accountability, transparency, and risk management mechanisms across project activities.
Procurement Management
- Lead the preparation and implementation of procurement plans aligned with project objectives, timelines, and budgets.
- Manage end-to-end procurement processes, including preparation of Requests for Proposals (RFPs), bidding documents, technical specifications, bid evaluations, and contract award recommendations.
- Ensure procurement activities are conducted in accordance with applicable procurement regulations, policies, and guidelines, including CVC guidelines and government procurement procedures.
- Facilitate procurement through e-procurement systems and the Government e-Marketplace (GeM) portal.
- Provide technical support on procurement-related matters to project teams and implementing partners.
- Maintain procurement records, contract documentation, vendor databases, and compliance registers to ensure transparency and audit readiness.
- Monitor contract implementation, vendor performance, and deliverables to ensure timely and quality execution of procurements.
Coordination and Reporting
- Coordinate with government departments, project teams, vendors, auditors, and other stakeholders on financial and procurement matters.
- Provide guidance and capacity-building support to project personnel on financial management and procurement procedures.
- Develop and maintain procurement and financial tracking systems to support evidence-based decision-making.
- Prepare periodic progress reports, compliance reports, procurement status updates, and management information reports.
- Contribute to the development of financial and procurement policies, standard operating procedures (SOPs), and operational guidelines for the project.

Qualification & Experience
Essential
- CA qualification or Postgraduate Degree in Finance, Accounting, Commerce, Economics, Business Administration, or a related discipline.
- Minimum 7 years of professional experience in public sector financial management, procurement, budgeting, and contract administration, preferably within government, donor-funded, or development sector programmes.
- Demonstrated experience in managing project budgets, financial planning, expenditure tracking, financial reporting, and compliance monitoring.
- Proven experience in procurement planning, preparation of bidding documents/RFPs, bid evaluation, contract management, and vendor coordination.
- Strong knowledge of Government Financial Rules (GFR), State Financial Rules, Central Vigilance Commission (CVC) guidelines, and public procurement procedures.
- Experience in managing procurement processes through e-procurement systems and the Government e-Marketplace (GeM) portal.
- Experience in coordinating internal and external audits and ensuring timely compliance with audit observations and recommendations.
- Demonstrated ability to establish and strengthen financial control, governance, risk management, and accountability mechanisms.
- Sound analytical and reporting skills with proficiency in MS Excel, Word, and PowerPoint.
- Excellent communication, stakeholder management, and presentation skills for engagement with government officials, project teams, vendors, and other stakeholders.
- Ability to undertake travel within the project area and to other locations as required.
Desirable
- Experience working on large-scale government-funded, externally aided, or donor-funded projects.
- Familiarity with financial management information systems (FMIS), ERP systems, and digital financial reporting platforms.
- Experience in developing financial and procurement manuals, standard operating procedures (SOPs), and compliance frameworks.
- Positive understanding of public sector governance, financial accountability, and procurement reform initiatives.
