Position Overview

HQTS India is seeking a dynamic and result-oriented Department Manager COC (Government Trade & Services) to establish and lead the COC business vertical in India. The role carries full responsibility for building the business from the ground up, driving revenue growth, managing operations, and developing a high-performing team focused on international certification services.

This is a strategic leadership role with complete ownership of P&L;, market expansion, and operational excellence across key COC programs such as SONCAP (Nigeria), SABER (Saudi Arabia), and PVOC programs (Uganda and other African markets).

Key Responsibilities

1. Business Development & Revenue Growth

- Lead end-to-end business development for COC/PVOC certification services across India.
- Identify, target, and convert exporters, manufacturers, and traders across regulated export markets.
- Build a strong sales pipeline across industries such as electrical & electronics, chemicals, pharmaceuticals, automotive, textiles, and consumer goods.
- Develop and execute structured sales strategies aligned with revenue and volume targets.

Market Strategy & P&L; Ownership

- Prepare annual business plans, forecasts, and budgets for the COC vertical.
- Monitor market trends, competitor activities, and regulatory updates to identify growth opportunities.
- Take full ownership of departmental revenue, profitability, and collection performance.

3. Client Relationship Management

- Develop and maintain strong relationships with key exporters, trade bodies, export promotion councils, and regulatory stakeholders.
- Act as the primary escalation point for key client issues and ensure high service quality and customer satisfaction.

4. Team Building & Leadership

- Recruit, train, and build a high-performing COC team from scratch.
- Define KPIs, performance standards, and reporting structures.
- Foster a solid performance-driven culture aligned with HQTS values.
- Manage employee performance, engagement, and compliance with HR policies.

5. Operations & Compliance

- Ensure all certification processes are completed accurately, timely, and in compliance with accreditation standards.
- Coordinate with HQTS Group technical and operations teams for smooth service delivery.
- Maintain proper documentation, reporting, and audit readiness.
