Job Description GM, Health, Safety & Setting (HSE)

Industry: Real Estate Residential (High-Rise Apartments & Villas)

Reporting To: CEO / Managing Director
Location: Corporate Office with travel to all project sites

Position Summary

The GM HSE will be responsible for developing, implementing, and leading the organizations Health, Safety and Environmental strategy across all residential construction projects, including high-rise apartment developments and villa communities. The role will ensure compliance with statutory regulations, promote a strong safety culture, minimize workplace incidents, and establish industry-leading HSE standards across all project locations.

Key Responsibilities

- Develop and implement the organization's HSE vision, policies, standards, and procedures.
• Lead HSE function across all residential projects.
• Establish safe work practices for high-rise construction, villas, work at height, excavation, lifting operations, electrical works and finishing activities.
• Conduct audits, inspections and compliance reviews.
• Lead incident investigations and corrective action programs.
• Ensure compliance with Occupational Health & Safety, Labour, Environmental and Fire Safety regulations.
• Develop emergency preparedness and response plans.
• Drive environmental sustainability initiatives including waste management, dust control, noise control and resource conservation.
• Manage contractor safety qualification, monitoring and compliance.




• Conduct safety awareness programs, toolbox talks and leadership engagement initiatives.
• Prepare and manage annual HSE budgets and drive cost-effective safety solutions.
• Lead and develop HSE teams across multiple project locations.

Budget & Cost Management

- Prepare and manage annual HSE budgets.
• Monitor HSE expenditure and optimize resource utilization.
• Ensure cost-effective implementation of safety initiatives.
• Evaluate ROI from safety and risk reduction programs.

People Management

- Lead, mentor and develop HSE managers, safety officers and environmental officers.
• Define manpower requirements and organizational structure.
• Conduct performance reviews and capability development initiatives.

• Contractor/Labour Safety Compliance

• HSE Training Effectiveness

Education & Experience

- Bachelors Degree in Engineering.
• Diploma/Degree in Industrial Safety, Occupational Health & Safety or Environmental Management.
• NEBOSH preferred.
• ISO 45001 / ISO 14001 Lead Auditor preferred.
• 15–20+ years of HSE experience.
• 8–10+ years in leadership roles within residential real estate construction.

Authority

- Authority to stop unsafe work activities.
• Authority to enforce HSE compliance standards.
• Authority to recommend disciplinary action for HSE violations.
