Job Description

Sterling ITC Group is seeking an experienced International Business Development Manager to strengthen its global infrastructure consulting practice, initially focusing on highways, transport infrastructure, road safety, asset management, DPR, project management and construction-supervision assignments .

The selected candidate will identify and qualify international opportunities, monitor multilateral and bilateral development-bank pipelines, develop relationships with international and local consulting firms, coordinate Expressions of Interest and technical proposals, and manage pursuits through shortlisting, RFP and award stages.

This is a hands-on business-development and proposal-management role. The position requires someone who can convert procurement intelligence into credible partnerships, compliant submissions and a structured international opportunity pipeline.

Key Responsibilities

- Identify and track international consulting opportunities funded by:
- World Bank
- Asian Development Bank
- African Development Bank
- Asian Infrastructure Investment Bank
- European Investment Bank
- European Bank for Reconstruction and Development
- JICA, KfW and other bilateral agencies
- Government and public-sector clients in international markets
- Monitor project pipelines, procurement plans, general procurement notices, consulting notices, EOIs, shortlists and RFPs.
- Assess opportunities based on:
- corporate eligibility;
- similar assignment requirements;
- geographic experience;
- financial criteria;
- key-expert requirements;
- procurement method;
- partnership requirements;
- commercial and contractual risks.
- Prepare clear bid/no-bid recommendations for management.
- Identify suitable international and local firms for JV, consortium, association and subconsultancy arrangements.
- Initiate and manage partner outreach, credentials exchange and follow-up discussions.
- Prepare and coordinate:
- Expressions of Interest;
- capability statements;
- technical proposals;
- financial proposals;
- project sheets;
- firm references;
- staffing schedules;
- work plans;
- technical approaches and methodologies;
- compliance matrices.
- Review Terms of Reference, RFP conditions, evaluation criteria and draft contracts.
- Prepare pre-bid queries and coordinate clarification requirements with clients and partners.
- Coordinate with technical teams for methodology, staffing, deliverables and implementation planning.
- Work with HR and expert-sourcing teams to identify suitable international and national key experts.
- Evaluate expert CVs and supporting documents against RFP criteria.
- Coordinate preparation and execution of association letters, MoUs, JV agreements,



confidentiality agreements and other pursuit documents.
- Maintain a structured database of:
- opportunities;
- funding agencies;
- countries;
- partners;
- competitors;
- experts;
- submissions;
- shortlists;
- awards;
- lessons learned.
- Track firms shortlisted for relevant assignments and approach them for association or subconsultancy opportunities.
- Represent Sterling in meetings with international consultants, development institutions, clients and sector stakeholders.
- Provide weekly pipeline reports identifying priorities, actions, decision requirements and submission risks.
- Support contract finalisation and initial project mobilisation after award.

Initial Sector Focus

The selected candidate will initially focus on international consulting opportunities relating to:

- Roads and highways
- Construction supervision
- Independent engineering and project management
- Detailed project reports and feasibility studies
- Road safety
- Asset management and pavement management
- Transport planning
- Bridges and structures
- Climate-resilient transport infrastructure
- Institutional strengthening and capacity building
- Operations and maintenance consulting

Required Qualifications and Experience

- Bachelor’s degree in Civil Engineering, Transportation Engineering, Construction Management, Business Administration or a related discipline.
- Approximately 6–12 years of relevant experience in international business development, consultancy tendering, proposal management or infrastructure pursuits.
- Demonstrable experience with international or multilateral-funded infrastructure consulting assignments.
- Hands-on experience preparing EOIs and technical proposals.
- Understanding of consultant-selection methods and evaluation criteria used by development institutions.
- Experience reviewing TORs, RFPs, contractual conditions and qualification requirements.
- Experience identifying and coordinating with JV, association or subconsultancy partners.
- Strong written English and proposal-drafting skills.
- Strong analytical, documentation and stakeholder-management abilities.
- Ability to independently manage multiple opportunities and submission deadlines.
- Proficiency in Microsoft Office, Excel-based trackers, proposal documentation systems and CRM platforms.

Preferred Experience





Preference will be given to candidates who have:

- worked with an engineering or infrastructure consultancy;
- handled World Bank, ADB, AfDB, JICA, KfW or other internationally funded submissions;
- worked on highways, transport, bridges, road safety or construction-supervision assignments;
- prepared technical approaches, methodologies, work plans and staffing schedules;
- coordinated with foreign consulting firms and local country partners;
- experience with development-bank consulting portals and procurement systems;
- successfully contributed to shortlists or contract awards;
- worked on international assignments or coordinated projects in overseas markets;
- prepared financial proposals and remuneration estimates;
- experience reviewing FIDIC-based or other international consultancy contracts.

Candidate Profile

The ideal candidate should be able to:

- distinguish a credible chance from an irrelevant tender;
- identify the specific eligibility gap preventing Sterling from bidding;
- recommend the appropriate partner profile;
- approach relevant international and local firms professionally;
- prepare a compliant and persuasive EOI;
- coordinate inputs without constant senior-management intervention;
- build repeatable systems rather than conduct isolated tender searches;
- take ownership of pursuits from initial identification through submission and follow-up.

What Success Will Look Like in the First Three Months

The selected candidate will be expected to:

- establish a structured international opportunity tracker;
- define priority funding agencies, regions and countries;
- identify 25–30 qualified opportunities or pipeline assignments;
- map 30–40 relevant international and local consulting firms;
- initiate at least 15 targeted partner discussions;
- develop five to eight credible association or JV opportunities;
- coordinate four to six international EOI or proposal submissions;
- establish a reusable international credentials and project-sheet library;
- create standard EOI, partner-outreach and bid/no-bid templates;
- identify Sterling’s major international eligibility and experience gaps;
- prepare a six-to-twelve-month international highways and transport pursuit strategy.

Contract awards are not expected within the first three months in every case. Performance will also be assessed through pipeline quality, partner development, submission quality, shortlisting progress and reduction in management-level coordination requirements.
