LIHTC 8609 Conversion Coordinator

Are you experienced in U.S. LIHTC projects and cost certification?

Do you enjoy owning complex documentation workflows and coordinating across CPAs, attorneys, and asset management teams?

We are looking for a detail-oriented LIHTC skilled to manage the 8609 conversion process for U.S.-based affordable housing developments — from placed-in-service through final allocation and IRS Form 8609 issuance. This is a high-impact, documentation-heavy coordination role working directly with U.S. development and investor teams.

You will manage the end-to-end 8609 conversion lifecycle for assigned properties.

1️⃣ 8609 Conversion Management

- Own timelines from placed-in-service to executed IRS Form 8609
- Maintain building-level 8609 trackers
- Run recurring conversion check-ins with U.S. teams
- Identify risks, delays, and document gaps early

2️⃣ Cost Certification Coordination (CPA-Led)

- Coordinate with U.S. CPAs to compile cost certification packages
- Review:
- Final sources & uses
- Construction draws & lien waivers
- Change orders & contingency reconciliation
- Developer & contractor fee calculations
- Eligible vs. ineligible basis breakdowns
- Perform consistency and completeness checks before submission

3️⃣ Final Allocation & Agency Packages

- Assemble and QC final allocation packages per state HFA requirements
- Track and respond to agency deficiency notices




- Coordinate resubmissions with CPA and legal teams

4️⃣ Building & Placed-in-Service Validation

- Validate:
- BIN numbers
- Placed-in-service dates
- Unit mix & applicable fraction
- Set-aside elections & credit period details
- Coordinate with property management on lease-up and unit designations

5️⃣ Investor / Syndicator Coordination

- Track capital milestones tied to 8609 issuance
- Support investor reporting requirements
- Assist legal counsel with conversion documentation

6️⃣ Document Control & Reporting

- Maintain audit-ready digital files per building
- Provide weekly pipeline & risk reports
- Improve templates & checklists for faster conversions

Required

- 2+ years experience in U.S. LIHTC, affordable housing, or cost certification support
- Strong understanding of:
- Eligible basis
- Qualified basis
- Applicable fraction
- Placed-in-service
- Final allocation
- IRS Form 8609
- Advanced Excel skills (reconciliations & cross-checking schedules)
- Strong written communication skills
- Ability to manage multiple buildings with strict deadlines
- Must be comfortable working U.S. overlap hours

Preferred

- Experience submitting cost certifications to state HFAs
- Exposure to 4% bond deals and rehab credits
- Experience working directly with U.S. CPAs & attorneys
- Background in affordable housing accounting or development support
