Job Description
The Senior Consultant – PM (Land Services-PMO) will play a key role in supporting the successful delivery of major UK infrastructure programmes across the aviation, highways, rail, energy and water sectors.
Working as part of the UK Land Services PMO team, the role will combine project management, PMO advisory, project controls and stakeholder coordination responsibilities to enable effective project and programme delivery. The successful candidate will independently lead defined PMO workstreams, provide strategic support to Project Managers and Project Directors, and contribute to the development of best practices, delivery methodologies and continuous improvement initiatives across the business.
The role requires a proactive and commercially aware professional who can provide meaningful insights to support decision-making. The individual will work closely with multidisciplinary project teams and client stakeholders. In addition to supporting project delivery, the Senior Consultant will contribute to capability development within the GCC, mentor junior team members, support business development activities and help strengthen PMO excellence through innovation, digital solutions and knowledge sharing. Experience within complex infrastructure environments and an understanding of UK project governance, commercial management and programme delivery principles will be highly valued.
Responsibilities
PMO Governance & Project Controls
- Independently manage PMO activities for assigned projects and programmes in accordance with project governance requirements.
- Support development and maintenance of project execution plans, project management plans and governance documentation.
- Monitor project performance against approved scope, programme, cost and quality baselines.
- Produce and maintain project control documentation, reporting packs, dashboards and performance metrics.
- Ensure compliance with WSP and client governance procedures, reporting standards and assurance requirements.
- Support project audits, reviews and governance meetings.
Planning, Scheduling & Performance Management
- Develop, maintain and monitor project schedules using project planning tools.
- Support programme updates through coordination with multidisciplinary teams.
- Monitor project progress and identify programme risks, delays and mitigation opportunities.
- Assist in schedule analysis and performance reporting. Provide schedule and progress updates to project managers and senior stakeholders.
- Support implementation of planning and project control best practices.
Financial Management & Commercial Support
- Monitor project costs, budgets, forecasts and resource utilisation.
- Support monthly financial reporting, revenue forecasting and budget tracking.
- Produce Earned Value Management (EVM) reporting, estimates at completion (EAC) and performance indicators.
- Identify financial risks and corrective actions.
- Support invoicing, variation management and internal commercial processes.
- Ensure project data is accurate and aligned with financial systems and reporting requirements.
Risk, Issue & Change Management
- Maintain project risk, issue and opportunity registers. Support risk reviews and
mitigation planning activities.
- Ensure actions are recorded and closed out effectively.
- Escalate emerging issues and project concerns with appropriate recommendations.
Stakeholder & Project Coordination
- Coordinate information flow between project teams, project managers and UK stakeholders.
- Prepare reports, action trackers and governance documentation.
- Support client reporting requirements and performance reviews.
- Maintain accurate project records and document control systems.
- Work collaboratively with multidisciplinary teams to support successful project delivery.
Data, Reporting & Digital Delivery
- Support implementation of digital PMO tools and reporting solutions eg. Weekly dashboards.
- Ensure data quality, consistency and traceability across PMO systems.
- Contribute to process improvements and standardisation initiatives across the PMO function.
Team Support & Continuous Improvement
- Provide technical guidance and day-to-day support to junior PMO team members.
- Support knowledge sharing and development of PMO best practices.
- Assist with preparation of bid submissions, estimates and resource plans.
- Contribute to lessons learned activities and continuous improvement initiatives.
- Support PMO Leads and Project Managers in resource planning and delivery coordination.
Overall
- Organise and manage work in a professional and responsible manner.
- Collaborate effectively across Land Services and multidisciplinary teams.
- Maintain clear and proactive communication with UK and India-based colleagues.
- Manage priorities effectively while meeting agreed deadlines and quality standards.
- Take ownership of assigned tasks and proactively resolve issues.
- Ensure Health & Safety considerations are embedded in all project activities.
- Undertake any other reasonable duties assigned by the Team Leader, PMO Lead or Line Manager.
Qualifications
Educational Qualification
- Bachelor's degree in engineering (Civil/Mechanical),
- Masters in Construction Management, Project Management, Business Management
or related discipline.
Mandatory Skills & Experience
- 7–10 years of experience in Project Controls, PMO, Project Management Support, or Programme Management environments.
- Experience supporting medium to large infrastructure projects.
- Strong understanding of project lifecycle management and governance principles.
- Experience preparing project schedules, progress reports and performance dashboards.
- Practical knowledge of Earned Value Management (EVM), forecasting and financial reporting.
- Strong analytical and problem-solving skills.
- Ability to manage multiple priorities and deliver work independently.
- Strong stakeholder engagement and communication skills.
- Advanced proficiency in MS Excel and PowerPoint.
- Hands-on experience with MS Project, Primavera P6 and Power BI.
- Experience producing client-facing reports and presentations.
- Understanding of project commercial management processes.
- Experience working within multidisciplinary and geographically distributed teams.
Desirable skills
- Experience supporting UK infrastructure projects.
- Understanding of NEC contracts and commercial reporting requirements.
- Experience within a consultancy environment.
- Experience working in an offshore delivery model supporting UK-based teams.
- Membership of PMI, APM or equivalent professional body.
- Professional certification such as PMP, APM PMQ, ChPP, or equivalent.
