Solution Architect – Digital Urban Governance (eGov)

This role sits inside the Office of the Additional Chief Secretary, H&UDD; working as the technical counterpart to the Senior Advisor on urban governance and digital transformation. You'll spend as much time in government meeting rooms, understanding what officials and ULBs actually need, as you will designing the systems that deliver it. You'll shape how the department thinks about technology, and you'll be accountable for making sure that technology actually works on the ground.
This means representing the technical point of view in policy and program discussions, while also rolling up your sleeves on architecture, standards, and vendor delivery. It's a role for someone who wants proximity to government decision-making, backed by serious technical depth.
What You'll Do
1. Turn government priorities into working digital systems.
Sit with officials and departmental teams to understand urban governance challenges, then architect scalable, secure, interoperable solutions that ULBs across Odisha can actually run.
2. Govern vendors and technical delivery on behalf of the department. Set architecture standards, review vendor and system-integrator output, and sign off on major changes so the government gets reliable, well-built systems without getting locked into any single vendor.
3. Bring AI and data into public service delivery. Partner with Odisha's AI Center of Excellence to identify where data and analytics can improve how the department serves citizens, and ensure the right data pipelines and platforms exist to support it.
Technical Skills
- Hands-on architecture background in Java/Spring Boot, microservices, and REST APIs — able to independently review designs, code quality, and technical claims.
- Proven ability to define and enforce API-first, microservices-based reference architectures for large-scale citizen-facing platforms, and to audit vendor deliverables against them.
- Strong database expertise (PostgreSQL or similar): schema review, performance tuning, data archival and retention policy, and capacity planning for government-scale workloads.
- Expertise in resilience and continuity standards: disaster recovery architecture, backup/restore verification,
high availability, and periodic DR drills — and can validate that vendors have actually implemented them, not just documented them.
- Deep grounding in security and data protection: security architecture review, VAPT/audit oversight, identity and access management, encryption at rest and in transit, and compliance with the DPDP Act and CERT-In guidelines.
- Working fluency with Git, Jenkins/CI-CD, OpenAPI/Swagger, containers, Kubernetes, and cloud environments (including MeghRaj/GI Cloud and empanelled CSPs) — enough to inspect pipelines, environments, and deployments directly.
- Familiarity with India's digital public infrastructure and e-governance standards is a plus: IndEA framework, India Stack (Aadhaar, UPI, DigiLocker, API Setu), and MeitY interoperability and open-standards mandates.
- Experience evaluating RFPs, technical bids, SLAs, and milestone deliverables; able to translate technical shortfalls into contractual and financial accountability.
Who We're Looking For 8-12+ years of experience in software architecture and technical leadership, with a Bachelor's degree in Engineering, Computer Science, or a related field. You've mentored engineering teams before and you're comfortable working across distributed, multi-vendor setups. Exposure to public-sector, government, or large multi-stakeholder environments is a strong plus.
Above all, you should be equally at ease in a room with senior officials as you are reviewing a system design, someone who can translate between the two without losing precision on either side.
